About this file
This document is Attachment D (Fee Schedule / Cost Proposal) for Invitation to Negotiate (ITN) No. 25-84131500-ITN, issued by the Florida Department of Management Services on behalf of the Department of Financial Services' Division of Risk Management. The document outlines the fee structure for a broker of record and reinsurance broker for property and out-of-state workers' compensation insurance programs. The contract will cover a five-year initial term with potential five-year renewal, providing comprehensive insurance services for state agencies and eligible users. The awarded proposer will receive an annual flat broker fee for property insurance placement, which includes fifty (50) general risk control consulting hours per contract year.
The fee schedule stipulates that all property and casualty insurance policies must be placed net of commission, with no commissions permitted to the broker, subsidiaries, or other entities. The broker will be compensated through quarterly payments of an annual flat fee for both property and out-of-state workers' compensation insurance services. Additional consulting services beyond the initial fifty hours will be billed at an hourly rate. The document leaves the specific dollar amounts for the annual broker fees blank, indicating that these will be filled in by the responding vendor during the bidding process. The fee structure is designed to provide transparency and prevent hidden compensation, with a clear emphasis on direct service delivery and risk management consulting.
