About this file
This document is a Questions and Answers (Q&A) and Addendum No. 1 for Invitation to Negotiate (ITN) No. 25-84131500-ITN, issued by the Florida Department of Management Services on behalf of the Department of Financial Services' Division of Risk Management. The ITN seeks a Broker of Record and Reinsurance Broker for comprehensive insurance services covering property and casualty insurance, and risk management consulting services for state agencies and universities. The current program encompasses approximately 21,179 buildings with a total insured value of $31.3 billion across 67 Florida counties, with a $2 million per occurrence self-insured retention and a $40 million annual aggregate self-insured retention for named windstorm and flood perils.
The addendum provides detailed responses to 38 vendor questions, clarifies attachment references, and updates the scope of work. Key financial details include $75.25 million in coverage for named windstorm and flood perils, and $350 million in coverage for other perils, provided by fifteen insurance carriers. The program's loss history shows only three losses paid by excess insurance since 2006. During the fiscal year ending June 30, 2024, the Division paid $19,462,920 in property losses and processed 1,201 claims, with 617 new claims received. The solicitation prohibits the broker from receiving additional commissions beyond the agreed annual fee, and seeks a vendor to provide comprehensive insurance brokerage services with potential risk management consulting of up to 50 hours annually.
