About this file

This document is a Technical Response Instructions template for an Invitation to Negotiate (ITN) issued by the Division of Financial Services (DFS), specifically ITN No. 25-84131500-ITN, seeking a Broker of Record (BOR) and Reinsurance Broker Services. The document outlines a comprehensive technical response framework for potential vendors, structured across five key sections: Vendor Qualifications and Experience (40 points), Broker of Record Services (70 points), Staffing (25 points), Reporting (15 points), and optional sections for Casualty Insurance and Value-Added Services. Vendors are required to provide detailed responses to specific questions within each section, with the entire technical response limited to 25 pages, and certain attachments required in PDF format.

The evaluation process will assess vendors based on their experience providing excess property insurance or reinsurance for entities with total insured values of $15 billion or greater, their ability to design insurance programs, negotiate terms, procure insurance, administer policies, process claims, and provide consulting services. The response template includes specific scoring criteria for each section, with emphasis on prior relevant experience, broker relationships with major insurance providers, staffing qualifications (including professional certifications), and reporting capabilities. Vendors are encouraged to demonstrate their expertise through detailed responses that showcase their technical competence, industry relationships, and value-added service offerings, with the understanding that the Department is not obligated to adopt all proposed optional services.
