This is a Request for Proposals (RFP) issued by the Collier County Board of County Commissioners Procurement Services Division on behalf of the Public Utilities Department for biosolids hauling services. The County seeks qualified contractors to provide transportation, dewatering where necessary, and disposal of biosolids from five water reclamation and wastewater treatment facilities: North County Water Reclamation Facility (NCWRF), South County Water Reclamation Facility (SCWRF), Golden Gate Wastewater Treatment Plant, Orange Tree Wastewater Treatment Plant, and Northeast Service Area (NESA) Interim Wastewater Treatment Plant. The services include providing trailers, dewatering equipment and supplies for applicable facilities, hauling biosolids to state-permitted disposal facilities, and managing all associated labor and compliance activities. The RFP deadline is May 7, 2026, at 3:00 PM EST, with proposals submitted online via the Collier County Procurement Services Division Online Bidding System. The County intends to award multiple contractors, with separate awardees designated for non-dewatering facilities (NCWRF and SCWRF) and dewatering-required facilities (Golden Gate, Orange Tree, and NESA). The initial contract term is five years with three optional five-year renewals, requiring contractors to provide 18 months' notice prior to contract expiration if they do not wish to renew.
The County historically spends approximately $3.7 million annually on biosolids hauling, though future spending patterns may vary. Initial pricing rates submitted are for evaluation purposes only and subject to change during negotiations with selected contractors. Price modifications may be requested after the initial contract term with documentation submitted at least 18 months before renewal dates; retroactive adjustments are not authorized. Contractors must furnish a Payment and Performance Bond equal to the current contract term value, or provide alternative security such as cash, certified check, or irrevocable letter of credit. Work hours are Monday through Saturday, 5:00 AM to 5:00 PM, excluding county holidays, with normal requests serviced within 48 hours and urgent requests requiring response within two hours at additional fees. Contractors must comply with all federal, state, and local regulatory requirements including FDEP, EPA, Florida Administrative Code standards, and OSHA regulations, and are solely responsible for any spills during operations. Monthly and annual reporting is required, along with certified tare weights for all trucks servicing the County.
