About this file
This document establishes the General PUD Performance Standards for public utilities infrastructure operated by Collier County's Public Utilities Department in Florida. The standards apply to water plants, wastewater plants, master pump stations, community pump stations, solid waste sanitary landfills, transfer stations, and related facilities. The 5N-Reliability Engineering Criteria establish mandatory performance benchmarks that must be incorporated into all solicitations, agreements, and contracts for these utilities. These criteria require zero offsite odors, zero sanitary sewer overflows or spills both offsite and onsite, zero offsite fugitive dust emissions, noise mitigation to acceptable levels prior to facility fence lines per applicable code, and light emission mitigation to acceptable levels prior to fence lines per code. All performance standards must be maintained 24/7/365. Any deviations from these established criteria require advance review and written recommendation from both the Engineering and Operations Division Directors and must be approved by the Department Head before implementation.
The related Biosolids Hauling Services contract opportunity issued by Collier County Board of County Commissioners Procurement Services Division represents a grant-funded initiative to procure hauling services for biosolids through a competitive Request for Proposals process. Prospective proposers must meet all specifications and scope of work requirements outlined in the solicitation. Historical annual expenditures for biosolids hauling have approximated $3,700,000, though this figure may not reflect future purchasing patterns. The contract will be subject to the aforementioned PUD Performance Standards, meaning the selected contractor must comply with all 5N-Reliability Engineering Criteria regarding odors, spills, dust emissions, noise, and light emissions during the execution of biosolids hauling operations.
