About this file
This document is a project proposal from the CVG Airport Authority for the T2 & T3 Parking Garage Rehabilitation Program - Year 3 Construction for 2025. The project involves Phase 3 of a comprehensive ten-year structural repair and maintenance program for parking garages at terminals T2 and T3, with the goal of extending the garage's lifespan by up to 30 years. The rehabilitation is planned to begin in 2025, with design plans to be completed in Q1 2025, construction bidding in Q2 2025, and construction to be completed by the end of Q4 2025. The project includes critical repairs on stairs, canopies, beams, decks, columns, and associated structural elements to maintain the garage's efficiency and safety.
The total project cost is estimated at $2,483,000, broken down into design costs of $220,000, construction/installation at $2,000,000, contingency of $222,000, force labor of $40,000, and miscellaneous expenses of $1,000. The project will be funded through CapEx and is seeking an FAA grant, with board submission planned for March 2025. The project's business objectives address structural deficiencies caused by the age of the structures, with a justification of reduced operations and maintenance costs and improved waterproofing systems. Known risks include potential increased maintenance, possible section closures, and long-term impacts on garage usage and safety.

T2 & T3 Parking Garage Rehabilitation Program - Year 3- Construction 2025
Current Situation/Background Information
T2 and T3 Parking Garage Rehabilitation Phase 2 is currently in construction and the Phase 3 Design is currently ongoing, was appropriated in Q3 0f 2024.
T2 and T3 Parking Garage Rehabilitation Phase 3 construction will bid and begin construction in 2025. The original assessment identified $2.0 mil in repairs for
Phase 3 in 2025.
A structural assessment was completed and given to CVG in March 2023, detailing a ten year schedule for critical repairs needed on the stairs, canopies, beams, decks, columns, and all associated items to maintain efficiency and safety of the parking garage.
2025 is the third year of 10 years of these recommended repairs and maintenance to increase the life span by up to 30 years of the entire structure.
Project Definition
Project Information: Extend the life span of the parking garage structure while ensuring safety and efficiency.
The business objectives: The parking garage currently has structural deficiencies due to the age of the structures that need to be addressed over the next ten years.
These repairs are crucial to maintain the strength of the garage and allow it to continue to function for its intended purposes.
Project Justification: Reduced O&M due to in-depth repairs proposed and updating of existing waterproofing systems. Increased life span of parking garage by up to
30 years.
Project Approach
Phase 3 Design appropriated and commenced in 2024 to increase potential bidders for structural repairs in 2025.
Alternatives
Delay the NTP until a later date to fund other projects. While possible, this will cause an increased cost to the overall project, creating higher maintenance costs and risk closures of sections of the garage.
Recommendation
Complete phase 3 construction of T2 and T3 Parking Garage Rehabilitation Program, allowing the structural repairs on the garage to continue thereby extending the life of the structure.
