The Power of Commitment

12624265 | KCAB Fixed Infrastructure Decontamination Demolition Methods 1

1.1 Safety Requirements

a. The Work under this project involves management of aqueous film forming foam (AFFF)-contaminated materials. All materials previously in contact with AFFF (and supporting materials such as tank supports/saddles, pipe hangers, etc.) shall be considered AFFF-contaminated and shall be managed accordingly.

b. The Contractor shall provide and assign personnel familiar with the health and safety considerations associated with handling and management of these materials.

c. The Contractor shall prepare a site-specific Health and Safety Plan for project implementation of the project. The site-specific Health and Safety Plan shall identify, evaluate, and identify protocols and procedures to control safety and health hazards. As such the Health and Safety Plan shall address management of site areas (Exclusion Zone, Contamination Reduction Zone, and Support Zone) and appropriate protections and safeguards for workers potentially handling AFFF-contaminated materials. In addition, the plan shall address plans and procedures for isolation of the work zones from KCAB personnel working within the building. The site-specific Health and Safety Plan shall be consistent with the requirements OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) standard, 29

CFR 1910.120.

d. All Contractor personnel handling or potentially in contact with AFFF-contaminated materials (Exclusion Zone or Contamination Reduction Zone) shall be HAZWOPER trained and appropriate training certificates for each Contractor worker shall be provided prior to the start of work. Personnel shall be under medical surveillance as required by 29 CFR 1910.120, 29 CFR 1926.65, and 20 CFR 1910.134.

e. The Contractor shall furnish personnel with appropriate PPE. The Contractor shall be responsible for determining appropriate Personal Protective Equipment (PPE) for workers entering the Exclusion and Contamination Reduction Zones and conducting the work. At a minimum, persons directly involved with the work shall wear a “Tyvek” disposable over-suit or similar, face shield and industrial-grade protective gloves. Following each day, these materials shall be removed in the Contamination Reduction Zone and managed with other project waste.

f. The Contractor shall be aware that a significant portion of the Work under this project (demolition and removal of piping, pipe hangers, etc.) will be performed at significant heights within the aircraft rescue and fire fighting (ARFF) facilities. The Contractor-developed Health and Safety Plan shall address procedures

12624265 2 and requirements pertaining to work at height. This shall include harnesses and restraints for working at heights.

1.2 Planning and Coordination

a. The Contractor shall be aware that both ARFF facilities are occupied by personnel 24-hours per day. The

Contractor shall coordinate with the Owner’s Representative on the schedule of the work. Due planning and coordination time should be allotted for the planning and scheduling of the work (i.e., removal of vehicles from the bays where overhead piping exists, etc.). A minimum of two weeks’ notice of project schedule is required to facilitate the work.

b. The Contractor shall coordinate with the Owner’s Representative on any changes to the project schedule.

1.3 Submittals and General Project Procedures

a. The Contractor shall submit the site-specific Health and Safety Plan for review and comment by the

Owner.

b. The Contractor shall prepare and submit a Demolition and Waste Management Work Plan (Work Plan) describing the Contractor’s approach to the Work. The Work Plan shall define work areas, demolition methodology, residual liquid containment and handling methods, material handling and storage methods, waste management and disposal and project schedule. The methods and procedures contained within the Work Plan shall conform to the requirements of the Contract Documents and these supplemental specifications.

c. It is the Owner’s intent that all materials removed from the project (piping, pumps, appurtenances, etc.) as well as containment materials, PPE, etc. be managed as hazardous waste at an appropriately licensed Subtitle C landfill. As such, the Contractor prepare applicable waste disposal profiles for review and signature by the Owner. The Contractor shall also coordinate and prepare manifests for disposal for signature by the Owner. Copies of all manifests shall be provided to the Owner upon completion of the project and prior to release of retainage.

2. Demolition and Material Handling

2.1 General Requirements

a. This project involves the demolition and complete removal of all existing AFFF-contaminated materials including tanks(2), pumps(2), hookups, delivery piping, drop piping, fire hose connections, valves, and all other materials previously in contact with AFFF. Also included within this scope is removal and disposal of supporting equipment and appurtenances including pipe hangers and supports, tank saddles and supports, electrical and instrumentation devices and equipment, and any other features associated with this equipment. Unless otherwise noted and or/approved by the Owner, all removed materials shall be assumed to be AFFF-contaminated and shall be managed in accordance with Section 3 of this document.

b. The system will be deenergized by the Owner prior to the start of work. The Contractor shall verify de-energization of the system with the Owner prior to the start of work.

c. The Contractor should be aware that efforts have been made to drain the existing AFFF-contaminated piping and tank system. As such, significant volumes of free foam within the system are not anticipated.

However, the Contractor shall be prepared to encounter and manage residual AFFF within the system during demolition and removal activities and residual quantities of AFFF may be present within the two 2000-gallon polyethylene storage tanks (FT-01-N and FT-01-S).

d. Access to the Work area must be controlled and maintained by the Contractor at all times during the performance of the Work. The Contractor shall provide a physical barrier (posts with warning tape or other

12624265 3 effective visible deterrent) or barricade around the active work area through the completion of Work. The barrier shall be placed approximately 10 feet outside the anticipated Work area and persons not actively engaged in this work shall be excluded from the Work area. It may be required that the Work be conducted in phases to accommodate Owner use of the AFFF facilities. The Contractor shall coordinate with the Owner on sequencing and schedule prior to the implementation of the Work.

2.2 Requirements for Full Containment

a. Full containment of all operations (i.e., demolition, removal and waste storage areas) shall be provided by the Contractor throughout the work where active work is occurring. This system shall be designed to contain any AFFF residuals present within the system and shall fully contain any AFFF present within the materials or drippage from the system. At a minimum, the containment should consist of plastic sheeting (minimum 1000 gauge or agreed alternate) installed throughout the Work and material handling areas.

This containment area shall remain throughout the work until removal in a designated area is complete.

The containment should also address the transport of materials from the demolition area to the waste accumulation/staging area or device and shall effectively prevent the spread of contamination to adjacent areas.

b. As shown on the Drawings, the Contractor should note that significant portions of the existing piping designated for removal are installed overhead. As such, the containment system shall manage potential drippage during the removal process and shall also effectively manage and contain any potential residual AFFF present within the system.

c. The containment methods shall be developed by the Contractor and a description shall be provided in the Work Plan. Appropriate containment may include the use of plastic sheeting, “hammock” apparatus for overhead piping (which may be connected using beam clamps or other acceptable device).

d. Floor drains within the ARFF facilities connect to the sanitary system. All flood drains within and adjacent to the Work area shall be plugged or covered with materials (designed for this purpose) to prevent any potential discharge of residual AFFF drippage to the sanitary drain. These temporary devices shall be removed and decontaminated after the completion of Work.

e. The Contractor shall maintain a spill kit onsite in order to quickly contain and respond to an inadvertent spill of residual AFFF material.

2.3 Material Demolition and Removal

a. The materials shall be inspected and demolition methods shall be thoroughly planned prior to conducting piping and tank demolition. This includes removal of supporting features and equipment (pipe hangars and supports, tank saddles and supports, electrical supply and equipment, and instrumentation devices.

b. In general, demolition should begin with higher points in system and move toward lower portions of the system in order to minimize the potential for drippage and/or material release. All valves shall be closed prior to the implementation of demolition work.

c. Ensure that all tools and equipment necessary to complete the work are available and on hand before commencement.

d. Demolition activities shall be planned and conducted to minimize interference with building operations.

Building egress routes shall be maintained at all times.

e. Demolition activities shall be performed with care using mechanical and/or hand methods employing cold-cutting techniques. Piping and tanks shall be cut into manageable pieces for storage/transport within roll-off boxes or other suitable container acceptable to the receiving facility. All demolition, cutting or other material handling activities shall be performed within the Contractor-provided containment areas.

f. All AFFF-containing piping, tanks (FT-01-N and FT-01-S), pumps (P-01-N and P-01-S), appurtenances (vents, valves, connections, end caps, level gages, fill hook-ups, etc.) shall be demolished and/or removed from service and managed as waste.

12624265 4

g. Tanks, piping, and other AFFF system materials may contain residual amounts of AFFF. Prior to demolition and removal, the tank systems shall be inspected for residuals. Any residual AFFF shall be allowed to dry, dried, or stabilized with a solidification agent prior to cutting activities. Accordingly, any residual drippage from piping, pumps, and appurtenances shall be removed within a contained area (tub or other vessel). Residuals shall be dried or solidified upon observation. Any solidified residuals shall be managed on contained areas until consolidation within the roll-off boxes.

h. All piping and other materials shall be evaluated for residuals or drippage prior to transfer and placement within the rolloff box. If residuals or drippage is observed, these materials should be managed and described above prior to transfer to the rolloff box.

i. It should be noted that the North ARFF building was built around the tank (FT-01-N) and will require cutting and dismantling in order to remove this from the room in which it resides (Room 273).

3. Waste Management and Disposal

a. As mention previously, the Contractor shall manage all generated waste (demolition materials, containment area materials, ,PPE, and all other materials removed as part of this project) as hazardous waste. The contractor shall provide suitable and appropriate storage containers for the management of removed materials.

b. No salvaging or recycling of demolition materials will be permitted.

c. All rolloff boxes or other containers shall be lined with plastic or other appropriate liners which prevent any inadvertent release of material to the environment. The rolloff boxes shall remain covered with waterproof tarps at all times when not in use or when there is the potential for contact with precipitation. During periods of precipitation, the waste may be staged on plastic sheeting inside the building at an Owner-designated area until the precipitation subsides. Under no circumstances shall there be rainwater contact with the waste materials removed from this project.

d. Prior to placement of materials within the rolloff boxes, the Contractor shall again inspect materials for the presence of free liquids or residual drippage. If such residuals are identified, they shall be dried or stabilized as discussed in the Section 2.3. No free liquids are allowable within the rolloff boxes.

e. The Contractor shall be responsible for completion of waste profiles and manifests. The Contractor shall also be responsible for conducting any sampling and analysis required for acceptance by the receiving facility. The Contractor shall provide the results of any sampling and waste profiles for Owner approval prior to providing manifests for signature. The Owner will provide a representative for signing of manifests.

f. The Contractor shall retain a firm for transportation and disposal of the collected waste materials for disposal at an appropriately licensed and permitted RCRA Subtitle C landfill. The rolloff boxes shall be securely covered during storage and transportation.

g. Incidental trash unrelated to the removal or handling of AFFF-containing materials and uncontaminated from the Work may be managed as conventional waste for recycling or disposal at a RCRA Subtitle D solid waste landfill.

4. Decontamination

a. Decontamination shall occur within the Contamination Reduction Zone established by the Contractor.

b. PPE and other disposable materials potentially in contact with AFFF residuals shall be removed and disposed with the demolition materials as hazardous waste.

12624265 5

c. Tools and equipment in potential contact with AFFF residuals shall also be decontaminated prior within the Contractor-established Contamination Reduction Zone. Decontamination methods shall including wiping or triple rise with hot water (minimum 60 degrees C (140 degrees F)). This tool and equipment decontamination shall occur within a designated area and all decontamination rinsate shall be containerized. Rinsate from the decontamination process shall be stabilized with a solidification agent. All materials from the decontamination process shall be consolidated with other waste materials.
