About this file
Appendix B FedScope is a supplementary document for the Federal Flexible Spending Account Program (FSAFEDS) solicitation that provides demographic information about federal employee health benefits enrollment. The document includes a link to the OPM website for additional demographic data and references an attached file "2023 FEHB Active Enrollment by State" that summarizes federal employee health benefits enrollment across 50 states, Washington DC, and Puerto Rico, categorized by contract counts and enrollment types (Self, Self Plus One, Self and Family).
The appendix serves as a reference document for potential contractors, offering insights into the federal employee population distribution, though it is specifically noted that the state data represents workplace location and may not directly correlate with network and access requirements for the FSAFEDS program. Contractors are advised to review the Performance Work Statement for precise network and access requirements.

APPENDIX B
FEDSCOPE
This Appendix includes a description of the demographic information available as well as a link to a website that may have additional demographic data captured by OPM. While the website below may be useful, we do not believe it is necessary for completing a response to this solicitation.
The file “2023 FEHB Active Enrollment by State” is available as an attachment to this solicitation. This file offers demographic distribution of active Federal employees enrolled in the Federal Employees Health Benefits Program (FEHB).
The data is summarized based on contract counts, state (determined by duty station), and FEHB contract status (Self, Self Plus One, or Self and Family). Please note the state represents the Federal population’s place of work and may not be the same state used in determining network and access requirements. Please review the Performance Work Statement for network and access requirements. The data by state is given according to the 50 states, Washington, DC (DC), and Puerto Rico (PR) Websites with Additional Demographic Information https://www.opm.gov/policy-data-oversight/data-analysis-documentation/federal-employment-reports/#url=Overview
