About this file
This file contains a sample of required federal forms for post-award submission by offerors on a Pasco County contract involving FTA-funded procurement. The document outlines mandatory certifications and compliance requirements that bidders must complete and submit upon signing the award agreement, including Buy America requirements, lobbying certifications, debarment status verification, and System for Award Management (SAM) registration.
The file specifies that Buy America compliance is required for contracts exceeding $150,000 involving steel, iron, manufactured products, or rolling stock. Bidders must certify either full compliance with 49 USC 5323(j)(1) and 49 CFR Part 661.5, or identify applicable exceptions. For contracts valued over $100,000, bidders must submit anti-lobbying certifications confirming that no federal appropriated funds have been or will be used to influence federal officials in connection with the contract award, and must disclose any non-federal lobbying activities using Standard Form-LLL. All prospective participants must certify they are not debarred, suspended, ineligible, or voluntarily excluded from federal transactions per 2 CFR Parts 180 and 1200, with instructions to check the SAM database. Additionally, all bidders are required to register in the SAM database prior to award and maintain that registration during performance and through final payment, providing their unique entity identifier, CAGE code, and EFT indicator with their offer submission.
