About this file
This document is a project proposal from the CVG Airport Authority for a West Vault Electrical Service Upgrade project at the airport. The project aims to install a new electrical service for the west side of the airfield, focusing on relocating electrical equipment above grade to eliminate water intrusion risks and installing an external Manual Transfer Switch (MTS) for temporary generator connection. The project approach includes design document preparation by on-call MEP (CMTA) by 9/9/24, CVG review process completion by 9/20/24, and subsequent governance and appropriations meetings through October 2024.
The total project cost is estimated at $285,000, broken down into design ($28,000), construction/installation ($223,000), contingency ($23,000), force labor ($10,000), and miscellaneous expenses ($1,000). The project will be funded through CAPEX and is driven by previous water intrusion issues that caused electrical breaker failures and reliance on backup generators. The recommended solution is to replace service equipment, place it above grade, and add an MTS to mitigate future power reliability risks for the west side of the airfield. The project schedule is pending appropriations, bid, and award, with no known risks or limitations identified in the documentation.

West Vault Electrical Service Upgrade
Current Situation/Background Information
The Electrical service for the west side of the airfield is provided through the west vault.
The main breaker and electronics control equipment has been at risk of damage due to water intrusion from the duct banks leaking onto them, causing the breaker to randomly trip on several occasion dating back to March of this year resulting in a total reliance on our backup generator to provide power for the entire west side of the field and damage to the breaker.
The breaker and associated equipment was replaced in April of 2024 and the water intrusion issues were temporarily fixed but the duct banks for the service are still below grade and remain at risk for future water intrusion. The water ingress issue was temporarily fixed. A reconditioned breaker was purchased to put the vault back on utility power. On April 16th 2024 utility power was restored to the vault and is still in service.
Project Information:
•Install a new electrical service to feed West Vault that places all electrical equipment above grade and eliminates risk of further water intrusion
•Install an external Manual Transfer Switch (MTS) for a temporary generator for quick connect in the event we experience issues with our permanent genset and/or utility power.
The business objectives: Eliminate the risk of water intrusion onto critical equipment in the west vault, thus ensuring reliable power to the west side of the airfield at all times.
Project Justification: Ensuring reliable power to the west side of the airfield at all times.
Project Approach
•On-call MEP (CMTA) to provide design documents 9/9/24
• CVG review process to be complete 9/20/24
•Complete OM/Capex designation 9/20/24
•Governance committee finalize projects for appropriation 9/25/24
•Quarterly appropriations review with Chiefs and VPs 9/25/24
•Final documents sent for Q4 appropriations meeting 10/2/24
•Q4 appropriations meeting 10/9/24
Alternatives
1) Leave as is, water could damage the new breaker and cause the same result. Parts may not be available in the future.
2) Attempt to mitigate water coming in from the duct bank in the duct bank's current below grade location, which is still at risk for water intrusion.
3) Replace service equipment and place above grade to eliminate the risk of water intrusion and add a Manual Transfer Switch (MTS) on the exterior of the vault to allow for a temporary genset connection point.
Recommendation
3) Replace service equipment and place above grade to eliminate the risk of water intrusion and add a Manual Transfer Switch (MTS) on the exterior of the vault to allow for a temporary genset connection point.
