About this file

This Project Manual is a specification document for the Lane Education Service District's Westmoreland Campus Security Upgrades project located at 1717 City View Street, Eugene, Oregon, prepared by Robert Nicholls Architecture & Design. The project involves selective demolition, installation of decorative metal fencing at three buildings (Building C, Building B, and the EC Cares building), and security bollards. The fence system specified is a Montage Commercial Classic design welded ornamental steel fence, 7 feet in height, manufactured by Ameristar Fence Products with components including panels, posts, gates, and hardware. The contractor must coordinate with the Owner to ensure a complete, operational, and fully integrated security system in compliance with all design drawings and regulatory authorities. A preinstallation conference is required to confirm decorative metal fence and gate layout and stake field locations for review. The project will be constructed under a single prime contract, with the Owner providing separate contracts for power and low voltage requirements associated with the new hardware scope. Construction operations are limited to designated areas, with requirements to maintain clear access to building entrances, exits, and emergency routes, as well as coordinate parking and staging areas with the Owner.

The specifications establish comprehensive administrative and quality requirements for the Contractor, including submittal procedures with a 14-calendar-day initial review period for shop drawings and product data, biweekly progress meetings, and a detailed construction schedule. The Contractor must submit applications for payment, progress schedules, and coordinate with testing and inspection agencies in compliance with referenced ASTM standards. The decorative metal fence components are warranted by the manufacturer for 20 years from the date of original purchase for structural components, with labor reimbursement for defective components guaranteed for five years. The contract documents do not specify pricing, set-asides, or funding sources within this manual, as this is a technical specification document rather than a bid solicitation. The Contractor is responsible for all labor, materials, equipment, and services necessary for installation, with salvaged materials becoming the property of the Contractor unless otherwise specified. Final completion requirements include submission of operation and maintenance manuals, warranties, bonds, record documents, and proof of final acceptance from governing authorities.
