About this file

This document is a Questions and Answers file for RFP 230000001410 issued by the Michigan Department of State (MDOS) regarding Certificate of Title Forms. The RFP solicits bids for the production of security-enhanced certificate of title documents in multiple formats, including continuous feed and cut sheet versions. The products include four title types: TR133 (maximum release of 960,000 units), TR133A (160,000 units), S112 (40,000 units), TR134 (40,000 units), and WC40 (60,000 units). Questions were accepted through noon on March 17, 2023, with responses posted on that date and additional responses posted on March 21, 2023. The state anticipates holding project meetings via online web conferencing and does not expect major design changes post-award, with the next title print order expected in late 2023 or early 2024 pending paper receipt.

Key specifications addressed in the Q&A include detailed security features such as invisible embedded security fibers, fugitive ink affected by chemicals, thermochromic ink in vertical stripes (3/16" to 5/16" width), toner anchorage, prismatic coloring effects (two-color gradients), and fluorescent ink watermarks. The state requires bidders to propose samples of circular pantographs specific to their capabilities and to provide pricing based on minimum order quantities while considering estimated annual volumes. A reserve stock of unprinted security paper (1 million sheets) is required and will be billed upon receipt at the vendor's facility. Conditional acceptance of shipments is anticipated within 30 calendar days, with invoices payable within 45 days from conditional acceptance. Current contract pricing information is available through Michigan Contract Connect, and interested vendors can request samples of current titles from the Solicitation Manager.
