About this file

This file is a Questions and Answers document for RFP 230000001410 issued by the Michigan Department of State (MDOS) regarding Certificate of Title Forms. The RFP solicitation required responses by March 17, 2023 at 3:00 PM ET, with questions submitted before noon on that date answered the same day and questions submitted after noon answered by March 22, 2023. The scope of work requires bidders to supply security-enhanced certificate of title forms in multiple versions, including TR133, TR133A, S112, TR134, and WC40, with typical maximum release quantities of 960,000 units for TR133, 160,000 for TR133A, 40,000 each for S112 and TR134, and 60,000 for WC40. The project involves printing on continuous laser paper or cut sheet formats, with the state indicating a transition to cut sheet printers within the following year. Bidders were instructed to provide separate pricing for both continuous and cut sheet production methods, and the state required samples of current titles and vendor-specific pantograph samples as part of the response.

The pricing structure required bidders to provide cost proposals through a Schedule B Pricing Worksheet, including costs for the reserve stock of one million sheets of unprinted security paper, which is to be paid by Michigan according to the revised requirements. The state explicitly noted that bidders should propose solutions based on their expertise regarding specific security features, including security fibers, fugitive ink, thermochromic ink, toner anchorage, prismatic pantographs, and fluorescent ink watermarks, without prescribing exact technical specifications for certain elements. Delivery requirements specified that multiple title versions are typically shipped together, and bidders were required to provide secure truck pricing based on variable release quantities. The state indicated it expected bidders to identify the best technical solutions available rather than following rigid specifications for certain security features.

Bidder Question
State’s Response
1
General
We would like to get samples of the current Titles in order to view some of the security features. Please advise how we can request those.
Bidders interested in receiving samples of the current titles should submit a request via e-mail to the Solicitation Manager including the shipping/mailing address the name of the recipient and the mailing/shipping address.
2
General
Since MDOS has stated that within the next year a Cut Sheet printer will be replacing the current Continuous laser for imaging—should we be providing a separate cost for the Cut Sheet versions?
Please see the revised Schedule B- Pricing Worksheet dated 3/17/23. Provide this pricing there.
3
General
Are breaks or splices allowed in the continuous product as long as they are identified on the carton?
Occasional breaks will be acceptable with appropriately labeled boxes. Splices will not be accepted
4
SOW-Requirements 1.1 C-Security Features. C
22
Security Features: We didn’t see a listing for invisible embedded security fibers. This is typically standard in the paper procured through Rolland. Was this missed or did you have a reason to not request that feature?
See revised Schedule A dated 3/17/23. Section 1.1., C. Security Features, Section1. Paper Stock.
5
SOW-Requirements 1.1 C-Security Features, 3
22
Fugitive Ink: For your fugitive ink is this an ink that can be erased if someone tries to alter the image? Or is it an ink that is affected by chemicals?
It is an ink that is affected by chemicals-Attempted chemical alteration should erase the background.
6
SOW-Requirements 1.1 C-Security Features, 4
22
Thermochromic Ink: Does this need to be full length or can there be plate gaps?
Unsure of what plate gap refers to. The vertical stripe must run the full length of the Certificate of Title and must be no less than 3/16" and no more than 5/16" in width.
7
SOW-Requirements 1.1 C-Security Features, 6
23
Toner Anchorage: Does this form have a press coated toner coating… or is it part of the paper? Most security paper has the toner anchorage introduced while making the paper. Does this mean this paper has an additional toner anchorage varnish on the face added during printing?
The State is relying on bidders to provide the best solution. See revised Schedule A dated 3/17/23, Section 1.1., C.6. Toner Anchorage and added response box.

State’s Response

SOW-Requirements 1.1 C-Security Features, 7
24
Prismatic: When you refer to Prismatic is that the same as iridescent (multiple colored pantograph)? What does the circular pantograph look like? There are many different pantographs and some are specific to vendors.
Prismatic refers to 2 colors blending together vertically. For example, the outer edges of the title are green and blend into blue at the center of the title, giving it a gradient effect.

The State would like for bidders to provide, as part of the bidders’ solicitation response, samples of circular pantographs that are specific to them for the State’s consideration.

SOW-Requirements 1.1 C-Security Features, 8
24 - 25
Florescent Ink Watermarks: We will need to know the Sipca Ink Specification in order to ask Sipca for the pricing for this ink.
The State expects the bidders to propose the best solution based on their expertise, and price accordingly.
10
SOW-Requirements 1.1 D- Paper Stock in Reserve
28
Are you referring to 1MM sheets of the security paper (Not printed) or are you referring to the finished Titles? In either case- will this paper be paid in advance by MI or are you asking that we include the cost of this reserve in our total pricing?
The reserve stock is for unprinted paper.

See revised Schedule A dated 3/17/23, Section 1.1.E. Paper Stock in Reserve and revised Schedule B- Pricing Worksheet dated 3/17/23.

11
SOW-2.4. Delivery
37
Release Quantities: What is your typical release quantity of Titles? Also- do you typically combine releases so multiple versions are shipping at once? We need this information for the Secure Truck pricing required.
See Schedule B Worksheet.

Release quantities can vary. Maximum release is typically, 960,000 each (titles) TR133, 160,000 each TR133A, 40,000 each S112, 40,000 each TR134 and 60,000 each WC40.
