3. SOW Section 3.1.4, Program Document Library: Deleted in its entirety and replaced with the following:

3.1.1 Program Document Library

The Contractor shall maintain a digital Program Document Library (PDL) in the existing TSA instance of Sharepoint. The PDL shall include all deliverables generated by the Contractor or delivered to the Government during the performance of the contract. The list of documents included in the PDL shall be listed in the Document Library Index (DLI). Documents/data provided by the

Government in paper only format is exempt from the digital storage requirement. The system shall be able to provide a real time snap shop by project, specific site location, or a roll up view.

The contractor shall also maintain a data library. The library shall include test and evaluation reports, data collection and analysis material and pertinent documents clarifying technical matters. The contractor shall maintain and make available for TSA review and use, and electronic copy of the critical documents produced for this contract including internal documents and CDRL items.

4. SOW Section 3.1.5: This section is added to read as follows:

3.1.5 Project Plans

The contractor shall develop project plans for projects as required by individual task orders in accordance with the requirements of CDRL A150.

5. SOW Section 3.2, paragraph 4: Replace the first sentence in its entirety with the following:

Required routine reporting on Task Order schedules and updates shall occur at least monthly, to coincide with Program Status Reports.

6. SOW Section 3.3, paragraph 4: Replace first sentence in its entirety with the following: Financial status shall be an agenda item at the quarterly Program Status Report.

7. SOW Section 3.5, Data Management: Deleted in its entirety.

3.6 Quality Program

The Contractor shall establish, implement and maintain a documented quality system in accordance with section E of the contract as a means of assuring compliance with all requirements of the contract.

The Contractor shall document the quality program in a Quality Management System (QMS) tailored for services.

The Contractor shall require that sub-suppliers have an appropriate documented quality system that controls the quality of the services and supplies provided.

9. SOW Section 3.8, paragraph 2: Replace first sentence in its entirety with the following: The government will require security clearances up to secret for personnel as designated by individual task orders, and may require clearances up to secret for selected personnel.

20. Section K-4, Item (a): This subsection is replaced in its entirety with the following:

(a) Determination. The Government has determined that this effort may result in an actual or potential conflict of interest, or may provide one or more offerors with the potential to attain an unfair competitive advantage. The nature of the conflict of interest and the limitation on future contracting affects offerors that have a significant financial interest in the security technology equipment to be tested under this solicitation. If the offeror identifies a potential conflict of interest, please see the remainder of this clause as to how it will be addressed by the Government.
