The purpose of this amendment 003 is to provide answers to additional questions submitted as contained within. Amendment 004, to be issued concurrently with this amendment, will reflect changes based on these questions and answers.
Except at provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

1. Within the RFP the Government has included in full text clause 52.204-11 (American Recovery and Reinvestment Act). We request that the Government add clarification wording to make it clear that the additional requirements identified in this clause apply only to specific Task Orders where the use of stimulus funding has been identified and that as those specific Task Orders are procured, the government will make it clear to the offerors that the clause applies to them. ANSWER: The clause
52.204-11 applies only to Task Orders where the use of stimulus funding has been identified, which will be made clear to the respective IDIQ awardees at the time of solicitation.
2. It is requested that the Government add some clarifying wording that identifies that offerors are not required to submit a proposal for all Task Order RFPs. ANSWER: The intent of this RFP is to identify offerors that can perform all aspects of the SOW. Competition is expected amongst IDIQ awardees for each task order solicitation.
3. Attachment 3 indicates that the Minimum Experience requirement for the Senior Manager is 15 years. Would the Government consider 12 years of experience when combined with a Project
Management Professional (PMP) Certification to satisfy the Minimum Experience requirement?
ANSWER: As indicated in Section L.6.2. Management Approach, the offeror shall submit its proposed organization structure including subcontractors. The organization structure shall provide enough detail to evaluate the offeror’s ability to provide sufficient nationwide coverage to successfully complete each task. Under staffing plan, the offeror shall discuss its staffing plan, including all proposed personnel. It is the offeror’s responsibility to provide the best labor mix to satisfy the requirements of the statement work. The table at Attachment 3, Labor Category
Descriptions, contains suggested qualifications for each proposed labor category. The program manager is the only position identified by the government as Key Personnel and therefore must meet the minimum requirements. Offerors are cautioned that their failure to propose personnel with similar qualifications in accordance with Attachment 3 and no reasonable subsequent explanation of why different experience and qualifications should be accepted that will not compromise the offeror’s ability to provide sufficient nationwide coverage to successfully complete each task may result in the lowering of their technical rating in this evaluation factor. Please see amendment 004.
4. Attachment 2: Task Order 001 makes no reference to the FFP Program management that Section
B.1 states will be part of the initial Task Order. What SOW items are to be priced as part of Task
Order 1? ANSWER: The Program Management necessary to manage Task Order 001 is required to be proposed and priced under CLIN 0001.
5. Section B.3.1(a) states that "the fully burdened labor rates include all labor and labor-related costs...". Immediately following this paragraph is another paragraph called Contractor Rates, which states "During the performance of this contract, the Contractor shall furnish fully burdened labor rates which include loads for office space and all normal supplies and services required to support the work. This includes, but is not limited to, telephones, faxes, copiers, personal computers, postage (to include courier services such as Federal Express, ordinary business software (e.g., word processing, spreadsheets, graphics, etc.), normal copying and reproduction costs." Is it the Government's intent to use fully burdened labor rates that only include labor and labor-related costs for the proposal evaluation, and that after contract award the contractor will then propose and negotiate new fully burdened labor rates that include any applicable allocated ODC or material costs and burdens? And that these new rates will be used for Firm Fixed Price Task Order pricing? ANSWER: In accordance with Section B.3.1, FFP Price Rates, the offeror is required to propose fully burdened labor rates for each labor category. The loaded hourly rates are ceiling price rates and the contractor may at its discretion elect to propose lower hourly rates on a task by task basis. Rates for ODCs will include travel and other direct costs not specifically required by the RFP to be included as part of the direct labor pool. In accordance with Section B.3.2, Cost Reimbursement Pricing, Contractors with approved DCAA rates shall submit their most recent provisional indirect billing and actual rates for both direct and indirect rates. Contractors without audited rates shall proposed indirect rates in accordance with FAR part 31. Please see amendment 004.
6. Would the government please consider a font size of 8pt (san serif typeface) for graphics and 10pt for tables? ANSWER: No smaller then 10-point Times New Roman font is allowed for text with graphics and tables utilizing a font no smaller than 10 point font. Changed in amendment 004.
7. In L-5 (Volume IV the RFP states that Page 5-7 Section B fill-ins must be completed. We would like to confirm that this requirement actually applies to Page 4-5 (B.3.2 through B.4.1) of the RFP document. ANSWER: Correct, pages 4-5 apply to Section B fill ins. Changed in amendment 004.
8. It is typical for the government to grant experience equivalency for higher degrees. We request that a Master’s degree in Engineering be considered equivalent to 3 years of professional experience for the Program Manager position (Senior Manager Category). Is this acceptable? ANSWER: Due to the nature and scope of the work required, the Program Manager is designated as “Key” and thus must meet minimum requirements specified in Attachment 3.
9. Manager I and Manager II have identical experience, education, and functional requirements.
What are the discriminators for pricing purposes? ANSWER: Changed in Amendment 004.
10. Technical Analyst Track (levels 1-4). Functions are nearly identical for all four levels with limited distinction, and distinctions provided do not give a clear indication of skill complexity for pricing purposes. For example, level I and level IV are identical in function, but level II omits "may include serving as a task lead" and level III substitutes "team leader for less complex tasks" for "task lead". What are the discriminators for pricing purposes? ANSWER: Changed in Amendment 004.
