Attachment 2:
Task Order 001
Test and Evaluation Support Services (TESS)
Period of Performance: 1 year from date of award
This task order provides services as required under the Statement of Work.
Statement of Work: The Contractor shall provide the services identified in Section C, SOW paragraphs 4.0, 6.0, 7.0, and 8.0, and subparagraphs, to test and evaluate technologies in laboratory, simulated, and field environments. The contractor shall plan and execute testing and other data collection events that will provide credible data and information regarding the extent to which technologies and concepts of operations meet TSA’s mission requirements. A representative sample of projects requiring test and evaluation services include:
Advanced Technology (AT) Carry-on Screening Systems, to assist TSOs with screening carry-on articles in a checkpoint environment, employing basic x-ray technologies for visual discrimination, as well potentially employing orthogonal technologies to provide an auto-assist / auto-detection capability for solid, slurry, and/or liquid explosives. The operational testbed is anticipated to encompass three units each from five different vendors co-located at three CAT X / CAT I airport facilities.
Bottled Liquid Scanners, to assist TSOs with screening carry-on articles in a checkpoint environment, employing multiple technologies for detection and identification of liquid explosives. The operational testbed is anticipated to encompass three units each from two separate vendors, located at three CAT X/I airport facilities.
Checked Baggage Explosive Detection Systems (EDS), to assist TSOs with screening checked baggage as integrated with baggage handling systems, employing advanced x-ray technologies for visual discrimination, as well computed tomography to provide an auto-detection capability for solid, slurry, and/or liquid explosives. The operational testbed is anticipated to encompass two units from a single vendor, one each per airport.
Surface Technology Assessments. The contractor shall plan and execute 4 technology assessments to support surface security. These assessments will focus on existing technology enhancements or new technologies. The test sites will be as designated by the COTR during the test planning process, but the following geographical dispersion is provided for planning and budget estimation: one assessment in a mass transit or rail environment in the southern California area; one assessment in a maritime environment in either northern California or the state of Washington; one assessment in a freight rail environment in the northeastern united states; and one assessment in a highway/motor carrier environment in the Midwest or western states.
Subject Matter Experts. The Contractor shall secure the services of Subject Matter Experts, as may be necessary to provide credible and comprehensive system evaluation products. Anticipated areas of expertise include (but are not limited to) technical and operational testing and evaluation (including experimental design); modeling and simulation; engineering; physical sciences; applied statistics; aviation security; interoperability; reliability, maintainability, and availability; logistics supportability; and information assurance.
Cargo Support: The following projects support the Cargo program:
o Large Aperture Metal Detection Technologies OUE - Evaluate Effectiveness and Suitability of Metal Detection for air cargo screening o Supporting the TSNM IAC Pilot – 14 airports and 80 Indirect Air Carriers will participate in this Pilot Program. EO&I will assist in the OT&E of the equipment as it is deployed in these operational environments.
o Seal Integrity Test and Evaluation – Evaluate effectiveness of Cargo Seal Program and methodologies deployed in field environments.
TSIF Support: The contractor shall provide support for technical testing to be accomplished at the TSA Security Integration Facility (TSIF), as well as witnessing testing accomplished at other developmental testing facilities (including the DHS Transportation Security Laboratory – TSL, and other government and private laboratories and facilities) for each task. Active record test data collection activities at the TSIF are expected to last approximately 60 days, 8 hours per day.
Acceptance Testing: The Contractor shall witness system tests and final acceptance tests of security equipment, leading to transfer of ownership of the security equipment. The contractor shall also be required to participate in and witness factory testing of security equipment. On-site testing shall be consistent across all sites for each security equipment type.
o Integrated site acceptance testing (ISAT) will be structured in accordance with guidance provided in the Planning Guidelines and Design Standards for Checked Baggage Inspection Systems, and specifically Appendix D2, Commissioning and Evaluation Requirements. This document can be found at:

The test sites will be as designated by the COTR during the test planning process, but the following geographical dispersion is provided for planning and budget estimation: 10 sites will be located in the northeastern United States; 15 sites will be located in the mid-Atlantic and southern states; 15 sites will be located in the mid-western and western states; 4 sites will be located in the west coast states; and one site will be in Hawaii or Alaska.
In addition, the Contractor may be required to provide the following products:
Support for development of the project-level Test and Evaluation Master Plan, including development of a Requirements Crosswalk Matrix, A Test Concept Briefing, for presentation to the project WIPT or sponsor as required, summarizing the integrated T&E strategy, A System Evaluation Plan, describing the overarching integrated evaluation strategy for the project, Test and Evaluation Plans, outlining the data collection, reduction, and analysis process and procedures for technical and operational test events, as well as modeling and simulation and other special studies as required to supplement testing activities, Quick-Look Reports, summarizing results on key performance parameters and providing insights as to test conduct during test execution, Event-specific Test and Evaluation Reports, summarizing event-specific overviews of test conduct, results, and conclusions from each test or data collection event, System Evaluation Reports, summarizing the overall results of the integrated T&E strategy, sufficient to support ADEs and other program reviews. These may be supplemented by Emerging Results Briefings, as required.
Other work products in support of the T&E effort, as required.
The Contractor shall ensure that all deliverables under all contract Task Orders meet TSA quality standards, and are consistent with current DHS / TSA acquisition and testing and evaluation policy and procedures, as well as testing and evaluation and systems engineering principles and best practices.

In general, the record test period shall be sixty calendar days for each OT&E event, 16 hours per day, exclusive of pre- and post- testing activities, pilot testing, and technical testing requirements.
