About this file

This is a Questions and Answers document (Amendment 01) for federal contract 2032H8-26-Q-FMSS1, dated February 20, 2026, addressing inquiries regarding commercial courier services for IRS locations in the Dallas-Fort Worth area. The contract involves pickup and delivery of mail and parcels between multiple IRS buildings on a weekly basis (Monday-Friday, excluding federal holidays), with occasional emergency "Hot Shot" requests for unscheduled same-day deliveries to addresses within 60 miles and limited to locations specified in the Statement of Work. Historical workload data is minimal—approximately one 19x13 postal box with letters daily over the past 12 months with no recent Hot Shot requests, and no seasonal surges during tax season. The contractor must provide all personnel, equipment, supplies, and vehicles (minimum steel-framed requirement; compact transit van suitable for transport) at their own cost, with a new IRS facility opening April 2026 at 5555 N. Beach Street, Fort Worth, TX 76137 as the only anticipated location change within the five-year ordering period.

Staffing and clearance requirements include contractor employees requiring temporary escorted access to IRS facilities during background investigation processing, with no access to IT systems, sensitive but unclassified (SBU) information, or security items until staff-like access is granted; badges are not required, and replacement drivers must be onboarded immediately during contract performance. Late deliveries are evaluated per the Disaster Planning section of the SOW with flexibility allowed if the Contracting Officer's Representative (COR) is notified immediately of delays due to traffic or weather; the $36 daily parking cost is variable, though a free loading dock is available for drop-offs within 30 minutes. The Government will not disclose historical incumbent pricing, the previous contract cost, current vehicle count, or current incumbent pricing; the previous contract number is 205AE9-20-P-00268. Economic price adjustments are not permitted, and Option Year 4 pricing for evaluation purposes under FAR 52.217-8 will be calculated at 50 percent of the Option Year 4 price. No changes to Wage Determination county boundaries are anticipated, though specific wage rates remain subject to annual or biennial updates.

2032H8-26-Q-FMSS1

Amendment 01

Questions and Answers February 20,2026

Q1 - Could you please provide historical workload data for the past two to three years, including average and peak daily piece counts and total weight transported, the frequency of pickups exceeding 300 pounds, and the average number of Hot Shot requests per month?

Response: There are no average historical data on record.

Q2 - Could you please clarify the required response time for Hot Shot requests, whether these services must be performed using vehicles assigned to the daily route or may be handled by a dedicated unit, and how Hot Shot performance is evaluated under the contract’s overall performance standards?

Response: There’s no exact time for Hot Shot request. Hot Shot should be delivered to requested building after pick-up using vehicle provided by contractor.

Q3 - Could you please provide the average processing timeline for required background investigations, confirm whether personnel may begin performance under interim clearance, and outline the procedure and expected timeframe for onboarding replacement drivers during contract performance?

Response: 1. Processing time for background checks could vary. 2. Yes, Eligibility criteria apply to escorted contractor employees only when the contractor employee requires staff-like access and the interim staff-like access determination is pending. During this period, the contractor employee is allowed temporary escorted access to IRS facilities only, with no access to IT systems, SBU information, security items or products. Escorted access should only be used in emergency situations (e.g., when a contractor employee needs to attend a kickoff or other meeting scheduled prior to interim staff-like access being granted). 3. We’re expecting replacement drivers immediately to conduct pick-up and delivery service during active contract.

Q4 - Could you please clarify whether any economic price adjustment mechanism is permitted during the period of performance, and how option year pricing was historically structured or evaluated under the current or previous contract?

Response: Economic price adjustment is not permitted. The Government is unable to disclose current pricing on contract.

Q5 - Could you please clarify what specifically constitutes a late delivery under this contract, whether there is allowable schedule flexibility during severe traffic events or inclement weather, and whether any service-level penalties or performance deductions apply in the event of missed pickup or delivery windows?

Response: Please view Disaster Planning in SOW. We’re expecting deliveries at times listed in SOW, but flexibility could be allowed if COR is informed immediately.

Q6 - Could you please confirm whether there is an incumbent contractor currently performing these services, and if so, whether the Government anticipates providing a transition period prior to the start of full performance under a new award?

Response: A contractor is currently providing these services. There is no anticipated transition period.

Q7 -What is the historical average daily volume (number of boxes and weight) at each location for the past 12 months?

Response: Possibly one 19x13 postal box with letters or a few letters on a daily average needing to be delivered between buildings for the past 12 months. No boxes were delivered the past year.

Q8-What is the historical annual frequency of Hot Shot requests?

Response: No recent request. Only if needed.

Q9-Are there seasonal surges during tax season that materially increase route time or weight? Response: Route times and delivery will stay the same

Q10-Is the $36/day parking cost fixed, or subject to change during performance?

Response: Price could change, but loading dock is available for free for drop-offs within 30 minutes.

Q11-Are contractors required to badge in and out daily, and what is the expected clearance processing time?

Response: Badges are not required. Clearance processing time could vary depending on personnel. Services can start immediately while background checks are being processed.

Contractors would be escorted until staff-like access is granted

Q12 -Are there any known upcoming changes to office locations within the 5-year ordering period?

Response: Our new building located at 5555 N. Beach Street, Fort Worth, TX 76137 will open the first week of April. There will be no other changes to buildings within the next 5 years.

Q13-Will the Government provide historical incumbent pricing?

Response: This information may not be disclosed.

Q14-Is there a required minimum vehicle type beyond stated steel-framed requirement (e.g., cargo van vs. box truck)?

Response: No

Q15-For 52.217-8 evaluation purposes, should vendors assume identical pricing to Option Year 4? For evaluation purposes, the pricing for 52.217-8 will be evaluated as 50% of Option Year 4 price.

Q16-Are there any anticipated changes to the Wage Determination counties during performance?

Response: No changes to the geographic boundaries (counties) covered by the Wage Determination are currently anticipated. While the specific wage rates and fringe benefits within those counties are subject to annual or biennial updates, the list of counties defining the locality for the DFW area typically remains stable throughout the contract performance period

Q17-If not brand new, could you please provide the current / previous contract number?

The current contract number is 205AE9-20-P-00268

Q18-What was the cost of the final full option year of the previous contract?

Response: This information may not be disclosed.

Q19-How many drivers/vehicles are currently used to service the current contract?

Response: This information may not be disclosed.

Q20-What is the vehicle size currently servicing this location?

Response: This information may not be disclosed.

Q21-How many cubic feet of storage are required for transportation, and what is the maximum size and quantity of items to be transported daily?

Response: Small compact transit van could possibly be used for transport. Items could vary each day. One letter may go downtown, or one box of letters could be transported downtown.

Q22-Please clarify if the government will require the vendor to provide equipment.

Response: The contractor shall provide all personnel, labor, equipment, supplies, vehicles, materials, and incidentals to provide commercial courier services for the following IRS locations

Q23-What is the weekly, monthly, or annual estimated trip volume for as-needed trips in total, and/or as-needed trips per contract location, if any?

Response: Courier service will be conducted weekly Mon-Fri excluding federal holidays as described in SOW.

Q24-Reference General Requirements number 3. How many mail stops will we have, and will the room, suite, or MS number be provided?

Response: Ask guards for mailroom locations. Mailrooms are directly near exit doors and not inside locked suites.

Q25-Will mail be sorted or will we need to sort the mail ourselves?

Response: No

Q26-Reference General Requirements number 4. Will the unscheduled “Hot Shot” services be specific addresses outlined in the contract or any address belonging to the IRS within 60 miles? (See special services 117) I do not see a section under “Special Services” labelled “117” to answer this.

Response: Addresses are within 60 miles and unscheduled Hot Shot services are only to addresses in SOW

Q27-Are there any requirements for special badging to access these buildings and/or room numbers?

Response: No

Q28-Please confirm the address for USPS listed under the delivery schedule is accurate.

Response: All addresses are accurate

Q29-Will there be a designated area onsite where we can weigh the items in question exceeding 100 lbs.?

Response: No
