About this file
This is a Request for Quotation (RFQ) document from Central Connecticut State University's Purchasing Department for uniformed, unarmed security guard services. The solicitation, designated RFQ 2027-01, seeks qualified vendors to provide security personnel for campus events on an as-needed basis at CCSU's New Britain campus. Services will be deployed at student dances, concerts, athletic games, guest receptions, graduate commencements, and other university-sponsored functions with anticipated attendance ranging from 500 to 5,000 people. Work will be performed during evening, night, and weekend hours throughout the contract term, which runs from execution through August 30, 2028, with CCSU retaining the option to renew for three additional one-year periods subject to contractor consent. Quotations are due August 26, 2026 at 10:00 AM EDT. Prospective vendors should direct inquiries to Charles Zsebik, Purchasing Manager, at 860-832-0041 or charles.zsebik@ccsu.edu.
Respondents must submit separate hourly rates for security guards and supervisors, with distinct pricing for holiday service (New Year's Day, Independence Day, Thanksgiving Day, and Christmas Day). Pricing is FOB Destination with no overtime charges permitted. Event-specific supervisor ratios are recommended based on risk level, ranging from one supervisor per 8-15 guards for standard events to one per 5-10 guards for higher-risk events. Security personnel must be English-fluent, properly uniformed, and capable of executing both indoor and outdoor assignments. Contractors must obtain all required Connecticut licenses and permits at their own expense under Connecticut Public Act 08-73, maintain comprehensive general liability insurance immediately upon selection, and conduct thorough background checks on all assigned personnel at least two weeks before work assignments. Contractors must also complete a Bidder Contract Compliance Monitoring Report addressing affirmative action, equal employment opportunity, and workforce demographics. CCSU is exempt from federal excise taxes and Connecticut sales tax. Payment will be made by invoice after each event with ACH direct-deposit options available. CCSU reserves the right to award contracts to multiple vendors and reject bids in whole or in part. No estimated contract value is provided in the solicitation.
