About this file

This is a Request for Quotation (RFQ) solicitation document issued by Central Connecticut State University's Purchasing Department for uniformed, unarmed security guard services to support campus events on an as-needed basis. The solicitation, numbered 2027-01, was issued July 31, 2026, with quotations due August 26, 2026, at 10:00 AM EDT. Services are required for student dances, concerts, athletic games, guest receptions, graduate commencements, and other university-sponsored functions with anticipated attendance ranging from 500 to 5,000 people at the CCSU New Britain campus during evening, night, and weekend hours. The contract term runs from execution through August 30, 2028, with CCSU retaining the right to renew for three additional one-year periods subject to contractor consent. Security guards must be English-fluent, properly uniformed, and capable of executing instructions for both indoor and outdoor assignments, with event-specific supervisor ratios recommended based on risk level, ranging from one supervisor per 8–15 guards for standard events to one per 5–10 guards for higher-risk events.

Respondents must submit separate hourly rates for security guards and supervisors, with distinct rates for holiday service on New Year's Day, Independence Day, Thanksgiving Day, and Christmas Day, with pricing on a FOB Destination basis and no overtime charges permitted. Contractors must obtain and maintain all required Connecticut licenses and permits under Connecticut Public Act 08-73 at their own expense and bear full responsibility for comprehensive background checks on all assigned personnel, including criminal history, sex offender registry status, and motor vehicle records, with results provided to CCSU at least two weeks before work assignments. Insurance must be provided immediately upon selection, and contractors must complete a Bidder Contract Compliance Monitoring Report addressing affirmative action, equal employment opportunity, and workforce demographics. Payment is made by invoice after each event with ACH direct-deposit options available. The state is exempt from federal excise taxes and Connecticut sales tax. CCSU reserves the right to award contracts to multiple vendors and reject bids in whole or in part. Inquiries should be directed to Charles Zsebik, Purchasing Manager, at 860-832-0041 or charles.zsebik@ccsu.edu.
