About this file

This is Addendum 1 to Request for Quotation #2027-01 issued by Central Connecticut State University's Purchasing Department on August 18, 2026, addressing security guard services for campus events. The addendum clarifies key details regarding the scope of work, which includes providing uniformed, unarmed security personnel for student events such as dances, concerts, athletic games, receptions, and commencements at CCSU's New Britain campus. The original RFQ anticipated event attendance ranging from 500 to 5,000 people, which Addendum 1 revises to a maximum of 5,500 attendees. Security services are scheduled on an as-needed basis with advance notice typically provided several weeks in advance, though emergency requests may occur with minimal notice. The contract term extends from execution through August 30, 2028, with the option for CCSU to renew for three additional one-year periods. Quotations were originally due August 26, 2026 at 10:00 AM EDT.

The addendum confirms that the incumbent contractor, EES Nation, provided security services on an as-needed basis with no formal contract in place. CCSU identified no significant performance gaps or areas for improvement with current services and stated that estimated annual guard hours cannot be provided at this time. The required number of security guards will depend on the nature of each event rather than a fixed minimum. Insurance requirements follow state-mandated rates in Connecticut. CCSU reserves the right to award the contract to multiple vendors, with event assignments distributed on a rotating basis among selected contractors. The addendum clarifies that Connecticut security service licenses need not be submitted with proposals and may be provided after contract award. Additionally, CCSU will accept a minimum of three relevant references instead of the originally requested five organizations.

Security Services

Addendum 1 dated August 18, 2026

Addendum 1 has been issued to answer questions submitted to date

1. Can CCSU identify the incumbent contractor currently providing security guard services under this requirement?

• The current incumbent is EES Nation on an as needed basis

2. If available, can CCSU provide the incumbent contractor's contract number, current contract value, approximate annual usage/hours, or other historical information that would help offerors develop their pricing and staffing assumptions?

• There is no current contract

3. Can CCSU identify any significant performance gaps, recurring issues, or areas for improvement with the incumbent security services that prospective contractors should be aware of when developing their approach?

• No

4. Can CCSU provide an estimated number of events and/or annual guard hours expected under this contract?

• Not at this time

5. How much advance notice will CCSU generally provide when requesting security services for an event?

• Services are generally scheduled at least a few weeks in advance, however due to needs on campus, last minute/emergency requests are possible

6. Addendum 1 changes the attendance figure from 4,000 to 5,500. Can CCSU clarify whether there is a predetermined minimum number of guards required for events with attendance of up to 5,500?

• This would depend on the nature of the event

7. Can CCSU provide the required insurance limits and types of coverage that the awarded contractor must maintain?

• State mandated rates in CT

8. Since CCSU may award the contract to multiple vendors, how will individual event assignments be distributed among the awarded contractors?

• In the event of multiple vendor award, the anticipation is that event assignments would be completed on a rotating basis

9. The RFQ states that evidence of required Connecticut security service licenses, permits, and authorizations shall be submitted subsequent to contract award. Can CCSU confirm that the required Connecticut security service license does not need to be submitted with the proposal and may be provided after award?

• Additional information requested about the Ct security service licenses

10. The RFQ requests five organizations or institutions of similar or the same size as references. Would CCSU accept a minimum of three relevant references instead of five?

• The Purchasing Department has indicated this is acceptable
