About this opportunity

Central Connecticut State University's Purchasing Department is requesting quotations for uniformed, unarmed security guard services for campus events on an as-needed basis, with quotations due August 26, 2026 at 10:00 AM EDT under RFQ 2027-01.

Services cover student dances, concerts, athletic games, guest receptions, graduate commencements, and other university-sponsored functions with anticipated attendance ranging from 500 to 5,000 people. Work is performed at CCSU's New Britain campus during evening, night, and weekend hours. Security guards must be English-fluent, properly uniformed, and capable of executing instructions for indoor and outdoor assignments. Event-specific supervisor ratios are recommended based on risk level, ranging from one supervisor per 8–15 guards for standard events to one per 5–10 guards for higher-risk events.

The contract term runs from execution through August 30, 2028, with CCSU retaining the right to renew for three additional one-year periods contingent on contractor consent. No estimated contract value is stated. Respondents must propose separate hourly rates for security guards and supervisors, with distinct rates for holiday service (New Year's Day, Independence Day, Thanksgiving Day, and Christmas Day). Pricing is FOB Destination; no overtime charges are permitted. The state is exempt from federal excise taxes and Connecticut sales tax.

Contractors must obtain and maintain all required Connecticut licenses and permits under Connecticut Public Act 08-73 and related statutes, at their own expense. The contractor bears full responsibility for comprehensive background checks on all assigned personnel, including criminal history, sex offender registry status, and motor vehicle records, with results provided to CCSU at least two weeks before work assignments. Insurance must be provided immediately upon selection. Contractors must complete a Bidder Contract Compliance Monitoring Report addressing affirmative action, equal employment opportunity, and workforce demographics. Payment is made by invoice after each event with ACH direct-deposit options. CCSU reserves the right to award contracts to multiple vendors and reject bids in whole or in part. Contact Charles Zsebik, Purchasing Manager, at 860-832-0041 or charles.zsebik@ccsu.edu.
