About this file

This document is an Access Requirements plan for Solano County, California, detailing vehicle and pedestrian access points across multiple county facilities during construction activities. The plan designates critical infrastructure locations including the Hall of Justice (North and South Wings), Solano Justice Center, Solano County Emergency Services, Solano Detention Facility, Sheriff Professional Standards, Communications Center, Cogeneration Plant, and Solano Coroner's Office. Three categories of vehicle access points are identified with corresponding notification requirements: Category A critical emergency access points must remain open 24/7 with immediate mitigation for any disruptions; Category B important operational points require a minimum 2-week notice before disruption; and Category C major traffic access ways require 3-week notice along with traffic control plans and encroachment permits. Similarly, pedestrian access is classified into three categories, with major public and staff entry points (Category 1) requiring 3-week notice and an Accessible Alternate Pedestrian Access Plan; secure staff entry points (Category 2) requiring 2-week notice; and possible egress points (Category 3) requiring 2-week notice and fire marshal approval for alternate exit plans.

The document functions as a constraint guide for contractors undertaking the Asset Protection - Fencing and Gates project, which aims to protect county properties from stormwater damage through barrier walls, berms, landscaping, flood gates, and pump systems. Contractors must coordinate all construction phasing and access disruptions with county facilities management to ensure continuity of operations for critical emergency services, law enforcement, detention, and judicial functions. The plan emphasizes the operational sensitivity of these justice and emergency services facilities, requiring contractors to implement traffic control measures, provide advance notice, and maintain alternate access provisions to minimize disruption to county operations and public services.
