Summary of Addendum #5 for Bid #2026-31

This addendum document pertains to the Town of Stratford, Connecticut's procurement for the replacement of Structure No. 06132 at Surf Avenue over an unnamed brook at the I-95 Exit Ramp #30 intersection. Addendum #5, issued July 2, 2026, incorporates corrections, revisions, additions, and clarifications to the contract documents and establishes a postponed sealed bid submission deadline of 10:00 AM on Tuesday, July 7, 2026. The project requires comprehensive civil construction services including demolition, excavation, site preparation, drainage system installation, concrete work, structural steel, permanent and temporary sheet piling, pavement markings, traffic control, landscaping, and environmental remediation. The addendum includes a revised bid form, updated special provisions, an RFI question-and-answer log addressing contractor inquiries, and updated construction drawings. Key project elements include controlled material handling at designated waste stockpile areas, invasive vegetation removal, utility protection and coordination, environmental health and safety protocols for Areas of Environmental Concern (AOEC), and compliance with wetland permit requirements. The contract documents reference an estimated $50,000 allowance for utility pole and overhead electric protection work.

Addendum #5 reflects responses to 30 numbered RFI questions from contractors addressing site access, material disposal locations, cost allocation, utility coordination, payment item clarifications, and specification revisions. Notable revisions include the addition of Item #0202315A for disposal of controlled materials charged per ton, Item #0952051A for invasive vegetation control and removal, clarification that the police traffic person cost (Item #0970006A) will be paid by the Town, removal of an item previously designated as Item #0970006A, confirmation that the bid bond requirement is 5 percent (not 10 percent), and updates to special provisions for waste stockpile area construction and controlled materials handling. The document establishes that contractors are responsible for identifying waste stockpile and access drive locations subject to engineer approval, coordinating with utility companies for any overhead wire or pole relocations required by their construction methods at their own expense, and implementing comprehensive environmental health and safety plans for contaminated material handling. Connecticut Department of Transportation-approved disposal facilities are specified for non-hazardous controlled materials, and the contract includes requirements for decontamination procedures, dust control, fugitive dust suppression, and documentation of material transport and disposal.
