About this file
This is Addendum #3 to the Invitation to Bid for Project 2026-31 issued by the Town of Stratford, Connecticut, for the replacement of Structure No. 06132 (Surf Avenue over an unnamed brook at the I-95 Exit Ramp #30 intersection). The addendum, dated June 25, 2026, incorporates responses to 28 requests for information (RFIs) from contractors and updates specifications, bid forms, and special provisions accordingly. The project encompasses comprehensive culvert replacement work including demolition, earth excavation, channel excavation, site improvements, structural concrete work, drainage systems, riprap placement, sheet piling, waterproofing, concrete sidewalks, pavement markings, traffic control, and landscaping with wetland plantings. The sealed bid submission deadline was postponed to 10:00 AM on Wednesday, July 1, 2026, with bids to be received at the Town Hall office of Purchasing Agent Phillip Ryan. The contract time excludes winter shutdown between December 19 and March 1 of each year, with liquidated damages assessed on a per-calendar-day basis until substantial completion.
Key modifications through Addendum #3 include clarification that the Bid Bond requirement is five percent (5%) rather than ten percent (10%), addition of pay items for invasive vegetation control and removal (3,100 square yards at price per square yard), disposal of controlled materials (1,100 tons at price per ton), flap gate quantity correction from one to four units, and confirmation that the Town will pay for municipal police traffic control under Item 0970006A. The contractor is responsible for locating and coordinating with utility companies regarding water main relocation, overhead wire relocation, and utility pole relocation based on the contractor's means and methods, with costs borne by the contractor. Controlled materials excavated within the designated Area of Environmental Concern must be managed through a Waste Stockpile Area (WSA) and transported to Connecticut Department of Transportation-approved disposal or recycling facilities listed in the special provisions. The contractor must develop and submit a Health and Safety Plan (HASP) within four weeks of contract award addressing potential contamination exposure in accordance with federal HAZWOPER requirements. No field office is required for the Engineer, and access to cemetery property for construction is permitted with coordination requirements and contractor responsibility for damage repair.

Question No Date Contractor Question Response
1 6/5/2026 Empire Channel Excavation will include the root removal for the phragmites that has to be cleared can a bid item be added for this as it is an invasive species and will re-grow wherever it is transported to
The following Notice to Contractor and special provision/pay item will be added to account for this. NTC-Invasive Species and Item 0952051A Control and Removal of Invasive Vegetation.
2 6/5/2026 Empire Will saturated soils be an issue for controlled materials handling. Should there be a bid item for this? Any excess saturated soils shall be included in the bid item No. 0101081A
- Controlled Materials Handling Site No. 1.
3 6/5/2026 Empire Where is a bid item for access drive and where is it located per detail 3 on sheet no 27.5.
See sheet no. 9. The Access Drive detail on Sheet No 27.5 is intended for the “Gravel Driveway” called out on sheet no 9, that extends from the flood gate at STA 24+90LT to the concrete end wall at STA 24+38 LT.
There is no single pay item for “Access Drive”. The materials for the access drive identified on sheet no 27.5 shall be bid separately (i.e.
processed aggregate base, subbase, and geotextile)
4 6/5/2026 Empire Is any construction access allowed in cemetery property?
Yes, access to the cemetery to perform construction activities is allowed and is limited to the fill limits and driveway reconstruction limits shown on Sheets No.'s 9 & 10. The contractor shall be responsible to coordinate any activities on the cemetery property with a representative of the cemetery.
The selected contractor will be provided the cemetery contact information upon request. The Contractor shall exercise caution not to damage existing headstones and other miscellaneous existing items within the cemetery. Any cost to repair damages to items not proposed to be replaced/removed shall be the responsibility of the contractor. Additionally, there is an existing decorative aluminum fence within the cemetery property along Surf Ave. This fence shall be removed, stored, and reset by the contractor. A future addendum will include a new pay item and plan revisions for this work.
5 6/5/2026 Empire Is a field office required for the Engineer? If so, can a bid item be provided for it? A construction field office will not be required.
6 6/5/2026 Empire Who is responsible for the analytical testing of all controlled material? This is the responsibility of the Engineer, the special provisions will be updated in an addendum to state this.
7 6/5/2026 Empire Can a contractor build a larger waste stockpile area? Spec says only 100CY of material can be stored before it disposes.
The Special Provision for 0101128A will be revised to remove this statement. The Contractor shall size and select the WSA location based upon their means and methods for approval by the engineer.
8 Pre-Bid Meeting Q Can the grass area adjacent to the I-95 southbound exit be used to store materials?
This area is the State's property and not the Town's. If the contractor would like to store materials in this area, they will need approval from the State which is not guaranteed.
9 Pre-Bid Meeting Q Are permanent and/or temporary utility pole relocations required and who is responsible for paying for permanent and/or temporary utility pole relocations?
The utility poles in their existing locations do not conflict with the location of proposed elements to be installed under this project and are not anticipated to conflict with the temporary work. Thus utility poles have not been identified on the plans to be permanently or temporarily relocated. If the contractor deems that pole relocation is required to perform work based upon their means and methods, the cost of relocating the utility poles shall be the responsibility of the contractor. The contractor is also responsible for any coordination necessary with the utility pole and aerial utility owners.
10 6/13/2026 NJR Construction Item# 0101128A Securing, Construction and Dismantling of a Waste Stockpile and Treatment Area, at what location is this to be constructed?
Please see the "Construction Methods" section of this special provision, paragraph 1. "The WSA shall be constructed in accordance with the Contract at a location to be determined by the Contractor and approved by the Engineer.". This special provision for this item will be updated in an addendum to include one location the Town may be able to offer as a
WSA.
11 6/12/2026 Blakeslee Arpaia Chapman, Inc 1. WB-1 indicates rock above the permanent sheet piling designed tip elevation. What do we do if sheets refuse above the designed tip elevation?
If sheet piles encounter refusal on bedrock within 1 foot of specified tip elevation, the embedment shall be considered acceptable and no additional action is required. If refusal is encountered greater than 1-foot of specified tip elevation. Contractor shall contact the Engineer for review. A note will be added to Drawing No. STR-2 stating this in a future addendum.
12 6/12/2026 Blakeslee Arpaia Chapman, Inc 1. Referencing plans GUP-1 and STR-2, what is the bottom elevation of the sheeting caps?
As noted on STR-2, the concrete cap on the sheet pile wall shall be 1'-6" below the top of the modified rip rap which will be at grade. The top of grade on shown on GUP-1 varies along the length of the wall for each of the permanent sheet pile wall locations. Thus the bottom elevation of the concrete cap will vary to ensure 1'-6" of concrete below top of grade.
13 6/12/2026 Empire In the invitation to bid it states a 5% Bid Bond is required. However, in the bid form, page 21, it refers to a 10% Bid Bond. Please advise. The Town requires a five percent (5%) Bid Bond.
14 6/16/2026 Grasso Companies Will the Town provide an area for the WSA location? Or will the contractor be responsible for leasing private land to locate this WSA?
See Special Provision for item #0101128A, within the construction methods paragraph 1, the WSA shall be determined by the contractor and approved by the engineer. The contractor will be responsible for determining the WSA location, whether that is coordinating with CTDOT to use an existing WSA, leasing private land, or using Town Land. There is one location that can be offered for use by the Town. Information on this location will be added to the special provision for item #0101128A in an addendum.
15 6/16/2026 Grasso Companies The bid item for Handling Controlled Materials covers loading and trucking of material to and from the WSA. If this material cannot be reused on site, can new bid items be added for per-ton offsite disposal of contaminated and polluted materials? Otherwise, we cannot accurately price this item.
An additional special provision and pay item "#0202315A Disposal of Controlled Materials" will be added under an addendum to account for disposal of controlled materials in TONS. The item "#0101081A Controlled Materials Handling" will be revised in an addendum to remove any conflicting language with this new item.
16 6/16/2026 Grasso Companies Item 094975 Wetland Plantings is listed as both a lump sum and an allowance. Will we get paid the lump sum price we bid, or do we get paid an allowance based on actual costs plus a markup?
This item should be bid and will paid at the Lump Sum Price. The bid form will be updated in an addendum to remove "Allowance".
17 6/17/2026 Empire There is no bid amount allowance mentioned for Item# 0949875 Wetland Plantings. This item should be bid and will paid at the Lump Sum Price. The bid form will be updated in an addendum to remove "Allowance".
18 6/17/2026 Empire Is there any staining associated with Item# 0601091A Simulated Stone Masonry (Form liner) No, staining of the form lined surfaces is not required.
19 6/17/2026 Blakeslee Arpaia Chapman, Inc How do we get paid to furnish and install the sidewalks on top of the box culvert?
The cost of concrete for this shall be included in the pay item "0601365 Concrete Pads", the cost of reinforcement shall be included in pay item "0602030 Deformed Steel Bars - Galvanized".
20 6/17/2026 Blakeslee Arpaia Chapman, Inc What specific utilities is the contractor required to protect?
Based on survey and coordination during design, there is an existing underground water main within the project limits and existing utility poles with aerial utilities within the project limits. The existing and relocated underground watermain shall be protected in place throughout construction. The utility poles and overhead utilities shall be protected in place throughout construction. These are the utilities known at this time that are known to need protection at this time. As stated in the Notice to Contractor - Protection of Existing Utilities, it is the contractors responsibility to verify the presence of any and all utilities that may or may not be shown on the plans. The contractor shall protect any additional existing utilities discovered in the field as required.
21 6/17/2026 Blakeslee Arpaia Chapman, Inc 1. Are the overhead wires along Surf Ave going to be relocated? A. For the permanent sheet piling, B For the temporary cofferdams
Relocation of the utility poles and/or overhead wires is not included in the contract documents. If the Contractors means and methods require temporary relocation or protection of over overhead wires and/or utility poles. It shall be the contractors responsibility to coordinate this work with the utility owners. A "Notice to Contractor - Coordination with Utilities" will be added under an addendum and will provide utility contact information for all known utilities at this time. The Contractor shall verify the presence of any additional utilities and coordinate as required.
22 6/17/2026 Blakeslee Arpaia Chapman, Inc 2. If we are responsible for moving the wires, how do we get paid for that work and how do we coordinate it?
If the Contractor based upon their means and methods and coordination with the utility companies, deems that relocation of overhead wires is required, the Contractor shall be responsible for coordinating with the affected utility company. A "Notice to Contractor - Coordination with Utilities" will be added under an addendum and will provide utility contact information for all known utilities at this time. The Contractor shall verify the presence of any additional utilities and coordinate as required. The cost of relocating any overhead utilities and utility poles shall be the responsibility of the contractor.
