About this file
This is a Public Solicitation Request Form from the City of West Haven, Connecticut, submitted by the Mayor's Office, detailing the procurement of a turnkey Automated Speed Enforcement (ASE) camera system. The City seeks qualified vendors to supply, install, calibrate, and maintain a comprehensive ASE system for deployment in designated areas throughout West Haven to reduce speeding-related crashes and enhance pedestrian safety in compliance with Connecticut General Statutes Section 14-307c and Chapter 206, Article VIII of the City Code. The solicitation was advertised on December 31, 2025, with a 3-4 week advertisement period, and sealed proposals are due by February 12, 2026, at 12:00 PM EST. The City did not schedule a mandatory walkthrough, pre-bid meeting, site visit, or bidders' conference. No formal award date or contract term duration has been specified in the available documentation.
The procurement method is designated as an Invitation to Bid (ITB), indicating that evaluation will be heavily weighted toward pricing with awards generally going to the lowest bidder. The specific budget for the project has not been disclosed in this form, and the funding source is listed as "Not Applicable," suggesting potential alternative or undisclosed funding mechanisms. Required submission documents include a completed bid sheet, West Haven disclosure form, W-9 form, and written responses addressing specified requirements. Vendors must specify their own pricing and payment terms, with delivery required on a Free On Board Destination basis. No set-aside designations, disadvantaged enterprise requirements, incumbent vendor information, or specific technical specifications have been detailed in this solicitation request form; interested vendors must consult the complete RFP documentation for comprehensive technical requirements and evaluation criteria.

Invitation to Bid (“ITB”): Invitations to bid are utilized when u a department has a clear description of the project scope, requirements, and proposer qualifications. ITB evaluations are heavily determined by pricing only. ITB are generally awarded to the lowest bidder, unless extenuating circumstances arise. This is done to remove bias from the selection process and to promote fair competition.
Request for Proposal (“RFP”): Unlike an invitation to bid, a request for proposals (RFP) is used on more demanding and complex projects. These projects require a high degree of technical expertise and experience. The RFP specifies what the entity is looking for and describes the criteria for evaluating the proposals As a result, expertise, experience, reputation, approach, and other elements that directly impact the overall quality of the project, in addition to the price. The city must publish the awarding criteria within the scope of the RFP.
Request for Proposal (“RFQ”): A "Request for Qualifications" (RFQ) is used to identify potential vendors based on their experience and qualifications, essentially acting as a pre-screening step, while a "Request for Proposal" (RFP) asks those pre-qualified vendors to submit detailed proposals outlining how they would approach a specific project, including pricing and project plans, to determine the best fit for the job; essentially, an RFQ focuses on "who" can do the work, while an RFP focuses on "how" they will do it.
