About this file

This is an addendum to Request for Proposal #2026-25 issued by the City of West Haven, Connecticut, extending the deadline for sealed proposals for an Automated Speed Enforcement (ASE) System supply, installation, operation, and maintenance contract. The City anticipates deploying cameras at approximately nine school locations initially, with additional sites to be determined through speed studies conducted by the awarded vendor and approval by the State of Connecticut. The RFP solicitation opened January 6, 2026, with the original closing date extended to February 12, 2026, at 12:00 PM EST. No bidders' conferences, site visits, or formal question-and-answer periods have been scheduled. The selected vendor must provide turnkey services including equipment, installation, calibration, software development, data management, citation processing support, training, and ongoing maintenance. Contract term duration and official award date have not been specified in the available documentation.

Vendors must be legally registered to conduct business in Connecticut or their home state and are required to submit a West Haven disclosure form, W-9 form, and vendor application form upon proposal submission. The City is not accepting proposals from vendors located outside the United States. Pricing proposals are vendor-specified with no standardized bid sheet provided; vendors may propose pricing for individual options or comprehensive packages, and the City will evaluate pricing as one component of the overall proposal. Notably, the City clarified that this procurement is not using state funds and therefore is not subject to Connecticut Hometown Jobs Act (CHRO) requirements or set-aside requirements. Being listed on the Capitol Region Council of Governments' (CRCOG) prequalified vendor list for Automated Traffic Enforcement Safety Devices is not mandatory but will be considered during proposal evaluation. Post-award negotiations of mutually agreeable terms are permitted before contract execution. Electronic signatures and remote notarization are acceptable for all submission documents.

City of West Haven Request for Proposal # 2026-25 Automated Speed Enforcement System (ASE) Supply, Installation, Operation & Maintenance Addendum II

Due to the extensive questions received for the above RFP# 2026-25 Automated Speed Enforcement System (ASE) the Closing date of the RFP has been extended until February 12th, 2026, at 12PM.

Please see the responses below:

The City is not accepting proposals from vendors located outside of the United States, therefore any questions related to those vendors will not be addressed.

1. Is being a part of the Capitol Region Council of Governments' (CRCOG) prequalified vendor list for Automated Traffic Enforcement Safety Device (ATESD) a requirement to bid for this opportunity?

This is not a requirement, but will be taken into consideration when reviewing the proposals received.

2. Is the defined anticipated start date of February or March a full enforcement Go-Live (i.e. all cameras on the ground and all back-office set up for enforcement)?

While the City understands this is an aggressive timeline, we would like to do everything possible to have this program up and running as expeditiously as we can.

3. Would the City be able to share the number of sites and camera units that you are expecting to be contracted as part of the program?

The City anticipates cameras by problem areas at our schools for sure (9 locations) we will also take into consideration areas the City has previously identified and compare them with the speed study the awarded company will perform, and sites approved by the State.

4. Could the City confirm whether respondents will be permitted to submit exceptions to the terms of the RFP? If so, does the City have a preferred format for submission of any exceptions?

If there are exceptions which the vendor would like to submit must be in writing separately from the requirements recommended within the RFP.

5. While there is construction involved for installation of the camera systems, most often the resulting contract is more service-related which accounts for the majority of the program. Could the City please confirm whether the contract resulting from this RFP would be considered a construction contract for the purposes of this clause?

Please disregard this requirement — this is not using State money and is not governed by CHRO requirements or set aside requirements. This was an error.

6. Could the City please confirm what the "Connecticut business license" refers to? If the services do not require a specific business license in Connecticut, would it simply be registration to do business with the Connecticut Secretary of State?

Vendors must be legally allowed to do business in Connecticut and is registered with the Secretary of State in the State where they are located.

7. Could the City confirm that the prospective awardee will have the opportunity to negotiate mutually agreeable terms with the City prior to executing any agreement with the City?

Once a company is awarded the contract, negotiations can occur before execution of the agreement.

8. Could the City confirm whether electronic signatures will be accepted for this form, and the proposal in general?

Electronic signatures are acceptable.

9. Could the City confirm whether remote notarization will be accepted for this form?

Remote notarization is acceptable.

10. Will the City provide a pricing bid sheet or bid pricing document so all pricing is provided in the same format for all proposers? Also is it the intent that proposers can supply pricing for one of the options listed, or does the City expect vendors to provide pricing for every format that was listed in the RFP?

No Bid or pricing sheet is included in this RFP. Part of your submitted proposal will be your proposed fee structure. We are not holding companies to one standard fee structure, rather the City would like to be able to consider pricing proposal as one piece of the company's overall response.

11. Are these to be completed and submitted with the response?

Yes, please submit City Disclosure, W9, and Vendor application form to expedite the awarded firm's entry into our ERP system.

12. Will the City please explain what is meant by reference to a data management plan The City is looking to know things such as :

Where data is stored How long is data stored What PII is included in saved files (DOB, SSN, etc) If the City has ownership of this data immediately, or only after the contract ends.

13. Is the City open to portable units that are not trailer-mounted?

If cameras other than trailer or pole mounted cameras are part of a vendors package which they are offering, the City will certainly take this into consideration.
