About this file

Addendum No. 2 for the City of Ashland's Wastewater Collection and Storm Drainage CIPP Project (Project No. 2024-28) modifies the original bid documents to provide clarifications and updates for contractors. The addendum addresses technical specifications, particularly revising the minimum cured thickness requirements for pipe liners ranging from 6" to 24" diameter, with specific allowances for 4.5mm nominal tubing installation. The document includes a series of questions and answers from the pre-bid process, addressing concerns about pipe access, manhole locations, and installation parameters. Two key attachments were uploaded: a CIPP Sewer Map for ID 4035 and CIPP Pipe Depths for 2025.

The addendum does not change the bid submittal deadline, project plans, or other core contract elements, indicating these remain consistent with the original bid documents. Notably, the city clarified that no new construction is planned, and the project will focus solely on installing Cure in Place Pipe (CIPP) lining. The document emphasizes that bidders should submit their proposals accordingly, taking into account the clarifications and additional information provided. The addendum was issued on April 22, 2025, and is intended to provide supplemental guidance to potential contractors without substantially altering the original project scope or requirements.

ADDENDUM NO. 2

TO THE INVITATION TO BID

DOCUMENTS FOR PROJECT NO. 2024-28

WASTEWATER COLLECTION AND STORM DRAINAGE - CIPP

This addendum issued on this 22nd day of April 2025 affects the invitation to bid documents for the above referenced project and shall be deemed part of the above referenced documents.

Bid submittal Deadline The bid submittal deadline is NOT changed by this addendum.

Invitation to Bid The Invitation to Bid is not changed to this addendum.

Bid and bid schedule The Bid and Bid Schedule is NOT changed by this addendum.

Public improvement contract The Public Improvement Contract is NOT changed by this addendum.

Special Provisions The following changes are made to the Special provisions:

Spec 00412.02 Design Parameters, Design Thickness, page 105, shall be replaced with the following:

Calculate and express this thickness as the absolute minimum cured finished thickness that will be acceptable (only 6” pipe to allow for 4.5mm nominal tubing to be installed as long as the post cure thickness is close to original and meets all other performance requirements), (Minimum installed thickness for 8", 10" and 12" liners allowed is 0.236 inches (6mm), (Minimum installed thickness for 18" liners allowed is 0.472 inches (12mm), (Minimum installed thickness for 24" liners allowed is 0.591 inches (15mm) http://www.ashland.or.us/

Questions and Answers The following questions and answers are provided as a matter of information to clarify issues raised during the pre-bid process.

1. Is there any new construction planned for the 36” and 24” Storm Pipe? If so, would welding be required?

No new construction has been planned for this project. This project will only be installing Cure in place Pipe.

2. Would you consider specifying and mandating the use of VeriCure for temperature monitoring of the CIPP lining as part of the QA/QC process?

Unfortunately, this is not something I can specify or mandate this far into the project. In the future, if there are other products/companies that operate the same way we would not be able to require the use of one product or company.

3. Regarding the requirement in the specifications for the CIPP liner to achieve a finished cured thickness of 4.5 mm for 6-inch diameter pipe. Based on industry standards and current tube manufacturing tolerances, achieving a final cured thickness of 4.5 mm necessitates the installation of a 6.0 mm nominal tube. This presents several constructability challenges. We are requesting consideration to revise the specification to allow for the installation of a 4.5 mm nominal tube, which would yield a slightly reduced post-cure thickness but still meet performance requirements under typical design parameters.

I will revise the specification for 6-inch pipe to allow for 4.5mm nominal tubing to be installed as long as the post cure thickness is close to original and meets all other performance requirements.

4. Map pages for pipes ID’s 2539 & 4621 do not show MH’s on both ends of these pipes.

Can the Owner confirm that we will have access to both ends of these pipes?

You will have access. The ID’s listed above as well as ID 4035 have clean outs. Owner will expose end to allow for CIPP installation and close up after.

5. I could not find a map page for pipe ID #4035; can the Owner please provide?

Yes, uploaded map 4035, attached.

6. We could not locate MH 1393 in the field, can the Owner confirm that there is a MH at this location? If a MH is buried, will the Owner pay to raise the MH to grade?

Owner confirms MH was located under 2-inches of granite and will be accessible.

7. What depth should we use for CIPP Design?

We have most pipe depths, uploaded as attachment. We do not have loading data.

Plan sets The Project Plans are NOT changed by this addendum.

Attachments The following changes are made to the Invitation to bid attachments:

1. Uploaded: 2024-28 – CIPP Sewer Map – ID 4035

2. Uploaded: 2024-28 – CIPP Pipe Depths – 2025

These changes will be included in the Contract for this Project. It is understood that your Bid will be submitted accordingly.
