This is an Addendum to and shall be considered as part of the original solicitation package for the above-mentioned solicitation. Submission of a response to this solicitation acknowledges receipt and understanding of this addendum.
Please note that the due date for submissions remains Friday, January 10, 2025 at
3:00 PM.
RESPONSES TO QUESTIONS RECEIVED
1. Question: “What is the clearly defined response time for any call?”
Response: Per page 18 of the 1TB:
"Bidder shall have working personnel on-site within two (2) hours for equipment located at ATCT facility and within two (2) hours for all other facilities."
2. Question: “What will working hours be to complete PM service?”
Response: PM services are to be scheduled during business hours which are defined as Monday through Friday, 8:00 AM through 5:00 PM EST; with City of Melbourne recognized holidays.
3. Question: “Will we be doing after hours work?”
Response: If Airport staff determines that a response cannot wait until normal business hours for call out, it will be initiated as an emergency call out per page 18 of the ITB.
“Bidder shall provide 24 hour emergency service as needed in all aspects of HVAC emergency repair for the Authority's facilities included in this specification. Bidder shall have working personnel on-site within two (2) hours for equipment located at ATCT facility and within two (2) hours for all other facilities.”
This is reflected in the hourly rates to be provided in the Price Sheet. If a response is needed but can wait until regular business hours, rates should be billed per business hours call out rates (outside of normal PM schedule).

4. Question: “How will we be getting trucks close to work areas?”
Response: Service vehicles will be escorted during scheduled PM as appropriate by Airport staff. If approved by MAPD and the Badge Office, this may be accomplished by the vendor with access permissions.
5. Question: “Belts and Filters storage on site or at our facility?”
Response: The Airport does provide a HVAC contractor office room,
6. which is roughly 10' x 17'. Supplies may be stored at this location as fits.
7. Question: “If parts needed and there is a wait time do, we need to provide temp cooling/heating?”
Response: No; the Airport will address temporary cooling/heating needs. The Airport may request the HVAC contractor to provide a quote for this outside of scope service if it occurs.
8. Question: “If new equipment needed, what is the procedure on replacing?”
Response: New equipment and services outside of regular maintenance, wear and tear and replacements exceeding $5,000 will be evaluated by Airport Purchasing staff prior to any work commencing.
9. Question: “Will there be a set amount “not-to-exceed” for part replacement?”
Response: New equipment and services outside of regular maintenance, wear and tear and replacements exceeding $5,000 will be evaluated by Airport Purchasing staff prior to any work commencing. All expenditures shall be reviewed and approved by Airport Maintenance Staff however.
10. Question: “Will we have to get escorted everywhere or will there be badging? And if badging, what is the cost for a badge?”
Response: Awarded personnel will need to complete the access badge application process through the MAPD badge office. Costs and paperwork examples are available here on the MLB website: https://www.mlbair.com/about-us/airport-badging A $77 fee for each new badge and $55 for renewals applies. The awarded vendor will be responsible for these fees for their staff.
11. Question: “Will we have a point of contact for paperwork, repairs, and problems found?”`
Response: Yes; supervisory points of contacts for the Terminal, Commercial Business Center and other locations will be provided to the awarded vendor.
12. Question: “Do we need to provide a copy of PM work orders?”
Response: Per the ITB page 23:

“The Bidder will provide a standard work documentation following completion of all work. The document must include sufficient information to identify facility where work was performed, equipment and/or components on which work was performed, purpose of work, date and time work was performed, parts used, type and amount of chemicals/refrigerants, and the name/certification # of technician(s) executing the work.”
13. Question: “Are there logs for equipment on site we will need to fill out?”
Response: Logs may be provided by Airport staff; however, the PM work order descriptions of service in Question 12 is the current procedure.
14. Question: “Will we get at history briefing on equipment?”
Response: Yes, the awarded vendor will be made available equipment history as known by the Airport.
15. Question: “Do you currently use a CMMS system? If so, will we have access to the HVAC asset files including history?”
Response: No - the Airport does not have or require a CMMS.
16. Question: “When we attended the walk through, there were a number of old, unused filter stock piled up. Would you want these old (but unused) filters used, or would you want to have new filters installed?”
Response: The Airport’s intent would be to work through any usable, existing stock before ordering new equipment.
All other terms and conditions of this solicitation remain unchanged.
