About this file
The document is a Request for Proposal (RFP) issued by the Town of Stratford, Connecticut, with Solicitation Number 2023-13 for a Storm Drainage Study. The town is seeking a qualified Civil Engineer to perform hydrologic and hydraulic analyses for the south end area, which is located between Lordship Boulevard (Route 113) and Stratford Avenue (Route 130). The solicitation was posted on August 31, 2022, with a vendor Q&A period from August 31 to September 14, 2022, and proposals were due by September 28, 2022, at 11:00 AM EDT. The project aims to develop alternatives to address longstanding road and property flooding issues in a low-lying, flat area adjacent to the shoreline, with the study to be conducted in coordination with other ongoing municipal initiatives.
The RFP is open to all vendors and does not specify any set-asides or restrictions. No specific budget range or estimated total contract value is provided, though payment terms are set at Net 30 Days. The primary objective is to evaluate drainage alternatives that can alleviate flooding of roads and basements during various rainfall events, taking into account the area's challenging topography and low elevation relative to tidal influences. Contact for the solicitation is Philip Ryan at pryan@townofstratford.com, with a strict requirement that all inquiries be submitted in writing. Two supplementary documents were referenced: "2023-13 Storm Drainage Study - South End.pdf" and "2023-13 Addendum 1.pdf", which likely contain additional technical specifications for potential bidders.

Who can respond to this bid? : All Vendors Description: The Town of Stratford is interested in engaging a Civil Engineer to perform hydrologic and hydraulic analyses and develop alternatives to effectively resolve longstanding road and property flooding due to excessive rainfall. The “south end” of Stratford (“Town”) is situated between Lordship Boulevard (Route 113) and Stratford Avenue (Route
130) and is a low lying, flat part of the town adjacent to the shoreline area. The topography and low elevation in relation to the tide means that it is difficult for the rainfall runoff to drain. The study will evaluate alternatives to alleviate flooding of roads and basements during a variety of rainfall events and will be performed in coordination with other on-going initiatives.
