About this file
This document is a Request for Proposal (RFP) issued by the Town of Stratford, Connecticut, with Solicitation Number 2023-13 for a Storm Drainage Study. The solicitation seeks a qualified Civil Engineer to perform hydrologic and hydraulic analyses for the town's low-lying "south end" area, specifically targeting flooding issues between Lordship Boulevard (Route 113) and Stratford Avenue (Route 130). The RFP was posted on August 31, 2022, with a vendor Q&A period from August 31 to September 14, 2022, and proposals were due by September 28, 2022, at 11:00 AM EDT. The project aims to develop alternatives to alleviate road and property flooding during various rainfall events, taking into account the area's challenging topography and proximity to the shoreline.
The solicitation is open to all vendors with no specific set-asides or restrictions, and the payment terms are established as Net 30 Days. No specific budget range or estimated total contract value was provided in the documents. The project will require coordination with other ongoing municipal initiatives and involves a comprehensive study of drainage challenges in the area. Interested parties were instructed to submit all inquiries in writing to Philip Ryan at pryan@townofstratford.com, with verbal communications explicitly prohibited. Two supplementary documents were referenced: "2023-13 Storm Drainage Study - South End.pdf" and "2023-13 Addendum 1.pdf", which likely contain additional technical details and specifications for potential bidders.

Who can respond to this bid? : All Vendors Description: The Town of Stratford is interested in engaging a Civil Engineer to perform hydrologic and hydraulic analyses and develop alternatives to effectively resolve longstanding road and property flooding due to excessive rainfall. The “south end” of Stratford (“Town”) is situated between Lordship Boulevard (Route 113) and Stratford Avenue (Route
130) and is a low lying, flat part of the town adjacent to the shoreline area. The topography and low elevation in relation to the tide means that it is difficult for the rainfall runoff to drain. The study will evaluate alternatives to alleviate flooding of roads and basements during a variety of rainfall events and will be performed in coordination with other on-going initiatives.
