About this file

This is a Request for Proposal (RFP) issued by the Town of Stratford, Connecticut for a Storm Drainage Study (Solicitation Number 2023-13). The Town seeks to engage a Civil Engineer to perform hydrologic and hydraulic analyses and develop alternatives to resolve longstanding road and property flooding issues in the town's "south end" area, located between Lordship Boulevard (Route 113) and Stratford Avenue (Route 130). The RFP was open from August 31, 2022, to September 28, 2022, with a vendor Q&A period from August 31, 2022, to September 14, 2022. The scope includes evaluating alternatives to alleviate flooding of roads and basements during various rainfall events, considering the area's low-lying topography and tidal influences.

The RFP is open to all vendors and includes Net 30 payment terms. Questions must be submitted in writing to Philip Ryan at pryan@townofstratford.com, with verbal communications not being accepted. Two documents are included with the solicitation: the main Storm Drainage Study document and Addendum 1. No line items are specified in the solicitation, and no estimated total value is provided in the documentation.

Who can respond to this bid? : All Vendors Description: The Town of Stratford is interested in engaging a Civil Engineer to perform hydrologic and hydraulic analyses and develop alternatives to effectively resolve longstanding road and property flooding due to excessive rainfall. The “south end” of Stratford (“Town”) is situated between Lordship Boulevard (Route 113) and Stratford Avenue (Route

130) and is a low lying, flat part of the town adjacent to the shoreline area. The topography and low elevation in relation to the tide means that it is difficult for the rainfall runoff to drain. The study will evaluate alternatives to alleviate flooding of roads and basements during a variety of rainfall events and will be performed in coordination with other on-going initiatives.
