About this file

This is a Request for Proposal (RFP) issued by the Town of Stratford, Connecticut, with Solicitation Number 2023-13 for a Storm Drainage Study. The town is seeking a qualified Civil Engineer to perform hydrologic and hydraulic analyses for the low-lying "south end" area situated between Lordship Boulevard (Route 113) and Stratford Avenue (Route 130). The solicitation was posted on August 31, 2022, with a vendor Q&A period from August 31 to September 14, 2022, and proposal submissions due by September 28, 2022, at 11:00 AM EDT. The project aims to develop alternatives to alleviate flooding of roads and basements during various rainfall events, addressing the area's challenging topography and drainage issues.

The RFP is open to all vendors and does not specify a particular set-aside or incumbent contractor. No specific budget range or estimated total contract value is provided, though payment terms are set at Net 30 Days. The study will be performed in coordination with other ongoing municipal initiatives, focusing on the complex drainage challenges in the shoreline area where low elevation and tidal influences make rainfall runoff difficult. All inquiries must be submitted in writing to Philip Ryan at pryan@townofstratford.com, with verbal communications explicitly prohibited. Two supplementary documents, "2023-13 Storm Drainage Study - South End.pdf" and "2023-13 Addendum 1.pdf", are referenced as supporting materials for potential bidders.

Who can respond to this bid? : All Vendors Description: The Town of Stratford is interested in engaging a Civil Engineer to perform hydrologic and hydraulic analyses and develop alternatives to effectively resolve longstanding road and property flooding due to excessive rainfall. The “south end” of Stratford (“Town”) is situated between Lordship Boulevard (Route 113) and Stratford Avenue (Route

130) and is a low lying, flat part of the town adjacent to the shoreline area. The topography and low elevation in relation to the tide means that it is difficult for the rainfall runoff to drain. The study will evaluate alternatives to alleviate flooding of roads and basements during a variety of rainfall events and will be performed in coordination with other on-going initiatives.
