MEMORANDUM FOR Construction and Facilities Management Office, COL Edward Hallenbeck, 3423 N. Martin Luther King Jr. Blvd., Lansing, Ml 48906

SUBJECT: Surface Wipe Re-Testing for Lead at the Camp Grayling Armory, Grayling, Ml 49738

1. The Office of the State Surgeon's Occupational Health Nurse, Lori Bowers, conducted a survey on 28 May 2019 at the Michigan Army National Guard Camp Grayling Armory. This survey included surface wipe sampling for lead contamination.

The facility did not have an indoor firing range (IFR).

2. One wipe sample was collected on a representative surface in the facility, as well as, two control samples. The sample identified as MI-GRA-1 was taken in an area that had an elevated lead level when initially tested on 19 February 2019. The lab report received indicates the result still exceeds the guidelines adopted by the National Guard Bureau Mid-West Regional IH Office as significant.

a. MI-GRA-1, Boiler Room/Floor, Non Public, 59µg/ft2.

3. Point of contact for this memorandum is Mrs. Lori Bowers, RN at 517-481-8591 or via email at lori.a.bowers.mil@mail.mil.

Summary: The Camp Grayling Armory is the home base for 1071 and JMTC. The armory did not have an IFR. The armory is used for public rentals and for family events.

The NG Pamphlet 420-15 guidelines for the surface lead contamination are 200 µglff2 for work areas and 40 µg/ft2 for potentially child-occupied areas of the facility. In order to protect children and the public, both the US Department of Housing and Urban Development (HUD) and the Environmental Protection Agency (EPA) use 40 µg/ft2 as the Federal threshold for lead contamination in dust for risk assessment and clearance testing. Table 1 contains the sampling results. Figure 1 contains the analytical report.

Surface wipe sampling locations were biased toward visible settled dust (worst case) and areas previously identified with high lead levels. Additional samples are from areas accessible to the public, in close proximity to such areas, and areas in or near food preparation or dining facilities.

Recommendations: Clean all surfaces with detectable or elevated lead levels using high-efficiency particulate air (HEPA) filter vacuums or wet methods to avoid the spread of lead dust to other areas of the armory (RAC 2).

In addition, areas containing elevated lead levels must display the appropriate placard.

If the identified areas are accessible to the public, activities must be suspended and awareness training must continue.
