About this file

This file is a comprehensive technical specification document for a Baggage Handling System (BHS) and Checked Baggage Inspection System (CBIS) expansion project for the Tallahassee International Airport (TLH), involving the City of Tallahassee, the airport authority, and the Transportation Security Administration (TSA). The project involves modifying the existing outbound baggage handling system by installing a new Reveal CT-80DR+XL Explosive Detection System (EDS) machine, integrating it with the current baggage handling infrastructure, and implementing comprehensive security screening capabilities. The project is scheduled for bid on November 14, 2024, with a contract duration of 136 calendar days from the Notice to Proceed, during which the system will commence live operations within 80 days. The specification details extensive requirements for conveyor systems, control mechanisms, electrical infrastructure, software interfaces, and safety protocols.

The project is funded through the airport's capital improvements budget, with specific technical requirements mandating compliance with TSA's Planning Guidelines and Design Standards for Checked Baggage Inspection Systems, Version 8.0. The contract includes provisions for system redundancy, fail-safe operations, and comprehensive tracking of baggage through multiple screening levels. Key technical components include programmable logic controllers with warm backup, PC-type computer terminal workstations, detailed reporting capabilities, and interfaces with existing airport systems. The specification also includes requirements for extensive documentation, training, warranties, and post-installation support, with a 15-year equipment lifecycle expectation. The project emphasizes safety, reliability, and seamless integration of new security screening technologies into the existing baggage handling infrastructure.
