About this file

This is a Claim of Business Confidentiality Form associated with a Request for Proposal issued by the Salt Lake City School District (SLCSD) in Utah to solicit competitive sealed proposals from qualified vendors to provide Pharmacy Benefit Manager (PBM) services. The RFP requires vendors to submit detailed technical proposals through the Bonfire/U3P platform, while price proposals must be submitted separately through the RingmasterRx system. All vendors seeking to participate must contact Tyler Barnes, SLCSD Director of Purchasing, at Tyler.Barnes@slcschools.org to request access to the RingmasterRx system, after which they will receive email instructions for accessing SLCSD data and completing the price proposal portion. All questions concerning the solicitation must be submitted through the Bonfire system, and only answers issued through this official channel or via authorized addendum constitute the official position of SLCSD. Any modifications to the procurement effort will be made by addendum issued by the SLCSD Purchasing Department.

Evaluation of proposals will be conducted in accordance with evaluation criteria specified in the RFP document. Responses submitted through Bonfire are secure and remain confidential until after the solicitation deadline, allowing vendors flexibility in submission timing. Vendors are cautioned that any reliance on communications or information received outside of official addenda assumes full risk and may result in a determination of non-responsiveness and rejection at the sole discretion of SLCSD. The claim of business confidentiality form itself is a standard mechanism allowing vendors to designate proprietary or confidential information within their submissions for protection under applicable public records laws.

A claim must include a concise statement of reasons supporting the claim and must be submitted with the information requested to be protected. A claimant MUST submit a redacted and non-redacted version of their proposal. The entire proposal may NOT be redacted.
