About this file

This is Addendum No. 01 to the contract documents for the Digester Complex Upgrades Blanket Purchase Order for Gas Purification Scrubbers (Project No. 524905449), issued by Salt Lake City Public Utilities on July 16, 2026. The addendum adds two critical documents to the bidding requirements: DCU Gas Purification Scrubbers Pre-Purchase Specifications and Drawings for Package Control Systems (Section 40 99 90) and Gas and Liquid Purification Scrubbers (Section 43 32 59). The project requires furnishing a complete Hydrogen Sulfide Removal System consisting of a minimum of two redundant vessels capable of continuous operation at rated capacity of 300 to 500 standard cubic feet per minute with average inlet hydrogen sulfide concentrations of 200 to 400 parts per million by volume, achieving a maximum outlet concentration of 10 parts per million by volume. The system must be designed for outdoor installation in Salt Lake City's high desert environment with ambient temperatures ranging from 8°F to 100°F and site elevation of 4,300 feet above mean sea level. All bids submitted without signed acknowledgment of this addendum will be rejected, and a Professional Engineer licensed in the State of Utah must provide sealed calculations for anchorage design and product selection with final submittals.

The hydrogen sulfide removal vessels shall be constructed of corrosion-resistant stainless steel (316 SS preferred) rated for minimum 2 psig internal pressure and 1 psig vacuum, with 150# ANSI flanged connections, two adequately sized access manways (minimum 30-inch diameter), and complete piping and valve systems manufactured to ASME B31.3 Process Piping standards. Acceptable manufacturers include Martin Energy Group, MV Technologies, Unison Solutions, Inc., and Varec Biogas, or approved equals. The specification requires factory testing including leak testing of process piping, visual inspection of welds, and functional verification prior to shipment. The supplier must provide a qualified technician for a minimum of two consecutive 8-hour workdays for onsite startup, performance testing, and operator training. A warranty covering defects in materials and workmanship shall remain in effect for twenty-four months after startup or thirty months after delivery, whichever occurs first. The complete control system shall include programmable logic controllers with MODBUS/TCP communication modules for plant SCADA integration, uninterruptible power supply systems, operator interface terminals with color graphics and touchscreen capabilities, and comprehensive instrumentation including differential pressure indication, gas flow metering, and inlet/outlet gas sampling ports on each vessel.
