About this file

This is a Joint Venture and Set-Aside Program document issued by the Bergen County Board of County Commissioners and County Executive of Bergen County, New Jersey, establishing guidelines for qualified business participation in county contracting opportunities. The document applies to construction, architecture, engineering, and professional services contracts as well as procurement of goods and services. The program requires vendors to register on the Bergen County Purchasing portal at www.bergenbids.com to receive notifications of business opportunities, access specifications, and track awards. Vendors must submit a New Jersey Business Registration Certificate and, if applicable, certification documentation identifying their status as a Minority Business Enterprise (MBE), Women's Business Enterprise (WBE), Veteran Business Enterprise (VBE), or Small Business Enterprise (SBE).

Bergen County qualifies businesses for set-aside participation through certifications from the State of New Jersey Department of Treasury, Port Authority of New York and New Jersey, NJ Transit, the United States Small Business Administration, and the United States Department of Veteran Affairs. Qualifying businesses must have their principal place of business in New Jersey and be independently owned and operated, with MBE, WBE, and VBE classifications requiring at least 51 percent ownership and control by members of the respective categories. Vendors seeking certification information or assistance with the application process should contact Glen Gardner at agardner@co.bergen.nj.us or (201) 336-7112.
