S DEPARTMENT OF AGRICULTURE (USDA)

STATEMENT OF WORK

THOMAS FIRE DISASTER ROAD REPAIRS 2025

SCOPE OF CONTRACT

The purpose of this contract is to provide road and drainage maintenance for five (5) roads on the Santa Barbara (SBRD) and Ojai Ranger District (ORD) of the Los Padres National Forest. The final product will provide needed road maintenance and drainage replacements to road shown on the attached maps.

This contract provides for the equipment, labor, and services necessary to perform work ordered by the Government for 32.22 Miles of road blading and restoring existing drainage dips along with installing 97 new overside drains and new rolling dips on an unsurfaced road. Additionally, Cutting Roadside Vegetation on three roads in compliance with the terms, specifications, drawings and provisions of this contract. Locations of work will be directed by the Forest Service.

Most of the travel way is in fair condition. The drainage features will need to re-established or re-shaped to get the road to drain in the best possible way. There are locations where the river crosses the road several times, these sections will need a bulldozer to get the travel way passable. The crossings are extremely rocky and full of large boulders.

Due to previous long lead times for corrugated metal pipe and headwall inlets an additional style overside drain has been added (840-2a). This style can be made at any sheet metal shop opening more options on prices and lead times. This option will consist of a 3-piece system that can be assembled in the field leading to a much easier way to disperse on the 32.22 miles of road. Either option is acceptable if they are made per the attached drawings. The flumes on both options are 10’ in length.

PROJECT LOCATION

The project locations are in Santa Barbara County and Ventura County (see vicinity maps) The terrain varies and can be relatively flat in areas and moderately hilly and steep in others. Soil conditions vary as well, from soft and sandy to compacted and rocky. A general vicinity map is included with this solicitation. Los Padres National Forest maps are also available to assist in locating the individual roads and can be purchased at the Santa Lucia Ranger District Office. The office is open between the hours of 8:00 am and 4:30 pm, Monday through Friday. The Santa Barbara RD office is located at: 3505 Paradise Rd, Santa Barbara, CA 93105, CA 93454. The Ojai RD office is located at 1190 E Ojai Ave, Ojai, CA 93023

PERIOD OF PERFORMANCE

Projected start date: Spring 2026.

Time for completion: 120 calendar days from the issuance of the “Notice to Proceed”.

REQUIREMENTS

The Contractor shall furnish the necessary personnel, material, equipment, services and facilities to perform the Statement of Work/Specifications referenced below.

The Contractor shall minimize mechanical activity during rainy periods and the CO may shut down the operation if excessive soil disturbance and/or erosion problems occur.

The Contractor shall repair all associated damage on established roads, adjacent vegetation or other improvements caused by their operations or equipment prior to partial or final payment.

The Contractor shall provide technical submittals for all materials that may be furnished on this project for Forest Service review and approval prior to installation.

The Contractor shall dispose of all project related trash and debris off of Forest lands prior to final payment.

The Contractor is responsible for contacting the Forest dispatch center to obtain the fire predicted Project Activity Level (PAL) each day and restrict work accordingly.

The Contractor shall adhere to the pertinent requirements addressed in the Fire Plan. Fire Plan restrictions may require work to cease at 1:00 pm or not be initiated at all on a high fire activity day.

The Contractor is responsible for traffic control and equipment staging requirements in work areas when working on National Forest System Lands.

There are some heritage resource areas that need to be monitored while working in the designated sensitive areas.

If additional heritage resources are discovered during implementation, all project related work shall cease immediately and notification to the COR initiated.

The Contractor shall provide clean equipment for the project prior to driving on Forest and between project areas to prevent the introduction of invasive weeds to the Forest.

REQUIRED SUBMITTALS

Submittals for this project include, but are not limited to:

o Performance and Payment Bonds (when required):

o Materials Approval, Slips, Testing (when applicable) :

o Material: Approval of all materials o Site Safety Plan:

o Safety Plan Submission: A detailed plan outlining safety measures and protocols to be followed on- site.

o Proposed Project schedule / Plan / Project Updates Weekly:

o Defining the responsibilities, timeline, risks and milestones of contract objectives.

o Weekly Progress Reports: Regular updates on the project's status, including completed work, upcoming tasks, and any issues encountered.

o Schedule Updates: Revised project schedules reflecting any changes or delays.

SITE CONDITIONS AND RESPONSIBILITIES

The Contractor shall promptly notify the Contracting Officer of any subsurface or latent physical conditions that differ materially from those indicated in the contract documents. The Contractor is responsible for conducting a thorough site investigation prior to commencing work, including assessment of surface and subsurface conditions, utilities, transportation access, and environmental factors.

SUPERVISION AND PERMITS

A qualified superintendent with full authority to act on behalf of the Contractor shall be present on-site throughout the duration of the project. The Contractor is responsible for obtaining all required permits and complying with applicable federal, state, and local regulations. The Contractor assumes full responsibility for any damage to property or work until final acceptance.

COORDINATION AND PROTECTION

The Contractor shall coordinate activities with other contractors and Government operations to avoid interference.

Existing vegetation, structures, utilities, and improvements must be protected unless removal is specifically authorized. Any damage caused shall be repaired or restored at the Contractor’s expense.

OPERATIONS, STORAGE, AND USE

Operations and storage areas shall be confined to designated zones approved by the Contracting Officer. Temporary facilities may only be established with prior approval. The Government reserves the right to take possession or use completed or partially completed work prior to final acceptance.

SITE MAINTENANCE AND SAFETY

The Contractor shall maintain a clean and orderly worksite throughout the project and remove all non-Government property upon completion. A comprehensive accident prevention program shall be implemented, including compliance with OSHA standards and applicable safety regulations. Immediate corrective action shall be taken when directed by the Contracting Officer.

GOVERNMENT QUALITY ASSURANCE

The Government will conduct periodic inspections while work is in progress and may inspect completed pay items to verify compliance with performance standards and acceptable quality levels. Determination of acceptability will be based on these inspections and will be considered conclusive. Acceptance will be based on inspection of pay items.

If visual inspection finds that acceptable quality levels for any performance standard are not met, rework will be required. Before final acceptance, all areas occupied by the Contractor shall be cleaned of rubbish, excess materials, temporary structures, and equipment, leaving the site in a neat and presentable condition.

The Contractor shall use new, high-quality materials and skilled workmanship unless otherwise specified, and substitutions require prior approval from the Contracting Officer.
