May 29, 2020
1.0 Introduction
The Fermilab Security Department for Fermi Research Alliance, LLC (FRA) requires a Communication Center Communications Recording Logger to replace an end of life system. The Communications Recording logger is a suite of applications for incident information management that can run over traditional and IP-based networks. It records multimedia interactions (radio and telephone) between the public, the Communication Center and FRA’s Security and Fire Departments. Captured incident information is synchronized and put it into context to help improve investigations, policy compliance and employee performance.
2.0 Objectives
The objective is to achieve comprehensive compliance and meet the demands of standards and regulations by recording communications and synchronizing 100 percent of voice and data interactions in the environment of a 24x7 operation. The online reporting system must have the following capabilities:
1. Call records stored in a SQL relational database.
2. Embedded Linux operating system compatible with Windows infrastructure.
3. 3U rackmount.
4. Intel Xeon CPU.
5. Dual NIC.
6. System software with Web-based Configuration Manager.
7. 16GB of memory.
8. Integrated Color LCD touch screen display.
9. N+1 hot-swap power supplies, 120/240 VAC.
10. RAID 1 or RAID10 with at least 1TB of usable storage (SSD or NVMe preferred, 7.2K
SATA acceptable).
11. Rack Mount Kits – rack mount slides – 4 Post, 3U.
12. Analog Telephone/2-way radio channel.
13. Record Card – 8 channels each.
14. Ability to record digital PBX telephones, VoIP telephones, analog telephones, analog
C.O. lines, CAMA trunks, analog radio audio, T1 & E1 trunks, ISDN-PRI trunks, ISDN30 trunks, SIP trunks, IP-dispatch consoles (AVTEC, Telex, Zetron, and others), Radio over IP (RoIP), trunked and conventional 2-way radio, Motorola ASTRO 25 radio with AIS, EF Johnson P25 radio, ED137B/C ATC IP, PC screens.
15. Recordings available for immediate replay, instant recall, forensic research, incident management, burn-to-CD/DVD/Blu-ray, email, and export.
16. Ability to deposit and retrieve interaction-related data.
17. Support the recording of NXDN digital radio traffic.
RFP CR-30827
18. Support the recording of DMR Tier3 (trunked) radio traffic.
19. Support recording of Fylde MPT1327 trunked radio traffic including metadata integration.
20. Multiple channel capacities.
21. Metadata integration capabilities.
22. Ample internal storage capabilities.
23. Flexible archive capabilities.
24. Geo-location display.
25. Search capabilities.
26. Instant recall.
3.0 Scope
Working in coordination with FRA, the scope of work associated with installing a Communication Recording Logger includes the following:
1. Be in compliance with Fermilab computing requirements for software/hardware prior to installation.
2. Work through Fermilab’s Intrado Viper call handling system and firewall.
3. Install and test Communication Recording Logger and related software.
4. Conduct training for Communication Center end users and Security Department management staff.
4.0 Requirements
The Security Department anticipates active use of the Communications Recording Logger by up to ten (10) people in the Communication Center. The Communications Recording Logger must have the ability to permit access to security management for specified audio playback and reports.
The Communications Recording Logger must have the ability to restrict access to the recordings to authorized senior security management for confidentiality reasons.
