PROJECT: Black Horse and Big Park Fuel Break Seeding

LOCATION: Book Cliffs of Uintah County, UT

Introduction

The Utah Division of Wildlife Resources, in cooperation with the US Wildland Fire Service (USWFS) and Green River District BLM, is acquiring services in this contract for aerial seed application. Treatment implementation is designed to establish shrub, grass, and forb species after a mastication/mowing project.

This task order requires the Contractor to furnish labor, equipment, supervision, transportation, operating supplies, and incidentals to aerially apply seed. The project area totals approximately 991 acres as identified on the attached site map.

SECTION I: PROJECT REQUIREMENTS

Site Specifics

• Location and Description: Located on the Black Horse Ridge, Willow Ridge, Saddlehorse Point, and Big Park of the Book Cliffs in Uintah County, approximately 50– 70 miles south of Vernal, Utah. Elevations range from 6,100 to 8,400 feet. Slopes range from flat to 20%. The treatment site consists of multiple individual treatment polygons.

Boundaries will not be flagged and must be located by GPS. Acreage is two-dimensional and determined via computer software. Bidders are responsible for bidding accordingly.

• Acreage: 991 acres.

• Access to Site: Access is provided via paved highways, county dirt roads, and jeep trails.

Four-wheel drive (4WD) vehicles are recommended. The Contractor is responsible for transporting equipment to the work site.

Specific Tasks

• Work Limits: Only areas shown on the Project Map will be treated. The Contractor must provide a GPS capable of loading project areas from a computer. Significant snowfall may occur during winter (December–February) and spring (March–April). No time extensions will be allowed due to weather delays. Government staff will identify unit boundaries. The Contractor shall locate control points and section corners immediately upon entry to prevent their destruction.

• Treatment Specifications: Three distinct seed mixes (Blackhorse mix, Big Park BLM mix, and Big Park TLA mix) are formulated for each jurisdiction. Seed will be applied according to provided maps and shapefiles to help reestablish vegetation and reduce noxious weeds.

• Work Sequence:

o Black Horse Ridge: 722 acres at 6.31 lbs./acre.

o Big Park (BLM/USWFS): 182 acres at 8.00 lbs./acre.

o Big Park (TLA): 87 acres at 12.86 lbs./acre.

o Note: Final application rates may vary slightly based on seed species availability.

Seed application must follow an organized, systematic manner established in the pre-work conference.

• Aerial Seed Application: Seed may be applied using fixed-wing aircraft, helicopter, or drone capable of specified bulk application rates. The Contractor must certify aerial application capability prior to work.

• Materials: The Government provides seed; the Contractor must provide flight lines and equipment.

• Radio Communications: The Contractor must maintain continuous communication capabilities among all field crew personnel and Government Project Inspectors.

• Total Weight: Blackhorse mix (~4,562 lbs.), Big Park BLM mix (~1,456 lbs.), Big Park TLA mix (~1,119 lbs.). All seed is bagged in 40–60 lb. sacks.

• Timing:

o Blackhorse Ridge: September 29 – October 18, 2026.

o Big Park: September 29 – October 25, 2026.

o The Contractor must notify the Project Inspector of contact details and the start date. Seed consumption must be monitored to ensure full coverage. Remaining seed requires a second pass until fully utilized.

• Uniformity Tests: The Project Inspector will test seeding uniformity.

Contract Time

• Aerial seeding on Blackhorse Ridge must occur September 29 – October 18, 2026. Big Park seeding must occur September 29 – October 25, 2026. Once on-site, the Contractor must work diligently to complete the work before deadlines.

SECTION II: BID REQUIREMENTS / INFORMATION

• Site Visit: No pre-bid site visit will be held. Bidders are strongly encouraged to inspect the site independently. Failure to inspect does not constitute grounds for a claim.
