About this file

This is an Award Memo issued by the State of Utah Division of Purchasing and General Services announcing the intent to award a contract for aerial seeding services. The Division of Wildlife Resources conducted the procurement for the Black Horse and Big Park Fuel Break Seeding project (IFB JH27-116) located in the Book Cliffs of Uintah County, Utah. The project encompasses approximately 991 acres requiring aerial application of seed, with the contractor responsible for furnishing labor, equipment, supervision, transportation, operating supplies, and incidentals. No mandatory site visit was required prior to bidding, though potential bidders were strongly recommended to inspect the site at their own discretion. Black Horse Ridge aerial seeding must be completed by October 18, 2026, and Big Park aerial seeding must be completed by October 25, 2026. The procurement was conducted as an Invitation for Bids (IFB) anticipated to result in a single contract award to the lowest cost responsive and responsible vendor.

The award memo indicates that responses were evaluated according to criteria stated in the solicitation, with the intended awardee identified in accompanying award documentation available on the public purchasing website. The awarded vendor must not begin work, purchase materials, or enter into subcontracts until both parties execute a contract or Purchase Order. The contractor must guarantee pricing through project completion. Vendors have seven days from the issuance of this notice to submit any written protests identifying the solicitation and detailing the nature of the protest. Final contract execution with the Division of Purchasing and General Services is required before work commences, and vendors will be contacted via phone or email regarding next steps.
