The project involves general contracting services at 1499 S 1700 E to modify the existing outlet and overflow structure at the Wood Hollow detention pond, install a new overflow and outlet storm drain pipe routing through the park to connect with the existing system at 1700 S, and make improvements to components inside the outlet structure including new gates and linkage. The base bid schedule contains 38 line items covering mobilization, traffic control, construction survey, stormwater pollution prevention planning, dewatering, clearing and grubbing, removal and replacement of pavement, sidewalks, structures, and landscape features, furnishing and installation of reinforced concrete pipe, inlet structures, storm drain manholes, slide gates, sensors, and protective housing. An additive bid schedule includes two items for electrical components and gate actuators. Quantities range from single lump sum items to measurable units such as 456 linear feet of 30-inch reinforced concrete pipe, 43 cubic yards of emergency spillway basin material, and 81 linear feet of fence and gate removal and reinstallation.

Payment terms are structured by individual bid items with measurement units specified as lump sum, each, linear foot, square yard, square foot, cubic yard, or acre. Mobilization costs are capped at a maximum of 10 percent of the total bid schedule, with mobilization payment released in phases based on percentages of original contract amount earned. First mobilization payment is contingent upon receipt and acceptance of a pre-construction video recording. Individual pay items provide detailed descriptions of work scope, included materials, labor, and equipment. Measurement and payment are specified for each item and include associated costs such as labor, materials, equipment, permits, coordination, testing, compaction, restoration, and incidentals necessary to complete the work as shown on plans and per specifications. References are made to APWA standards and Salt Lake City specifications for guidance on material quality and installation procedures.
