Per section 3.22 Transition Plan (In/Out) (d), what type of insurance has been required for this contract in the past?
PSPB has no preference as to what type of insurance the company holds, so long as there is some liability insurance from a company’s respective.

Per section 3.22 Transition Plan (In/Out), is there an estimated transitional time frame (30/60/90 days)?

3 months (90 Days)

Per section 3.27 Minimum Criteria for Hiring an Armed Security Officer (d) (i), is there a certain uniform color scheme that is approved by ATF, or will the contractors standard uniform color scheme be permitted?
Preference is a dark navy blue. This can be negotiated.
What is the anticipated date of award and anticipated start date for this contract?
Anticipated start date is February 1, 2020, however, this will be negotiated with contracts/acquisitions upon awarding of contracts and allowing for the 90 days.
Can the government release the seniority dates, so we may price the correct leave amount?
This information is held by the current company about the officers that are already on board. It is there employees and their personnel. The CBA has been released.
Will the Government confirm if there is an incumbent? If so, who is the current company in place? When were they awarded the contract? Estimated usage (number of hours) of prior contract? Estimated number of hours for this contract? What was the previous bill rate?
Alutiiq Advanced Security Solutions holds the current contract. The estimated number of hours for this contract are listed on the Statement of work for the posts taking into account the holidays & weekends.
Number of guards per site?
The vendor must determine an appropriate labor mix to provide the service required.

Amount of Overtime per week per guard?

This figure is listed in the CBA that was released with previous questions.

Is this bid subject to a union or Collective Bargaining Agreement?

FBO.gov, nor is there a “Proposal Instructions” section within any of the solicitation documents. The only proposal instructions are found in the “Synopsis:” section of the FBO.gov announcement.

Will the Government clarify if there is a separate Proposal Instructions attachment that was meant to be posted to FBO.gov?

If there isn’t a “Proposal Instructions” attachment, will the Government confirm that the instructions in the “Synopsis” section of the FBO.gov announcement are the only available instructions?

This is correct, the instructions to the offerors in the synopsis is the only instructions that were posted.

The instructions for Volume I’s Tab A require a completed and signed copy of the SF 1449 and a signed copy of each amendment, if any, to the RFP. The SF1449.pdf attachment is 41 pages.

Will the Government confirm that Offerors are to complete, sign, and submit only the first two (2) pages of the SF1449.pdf attachment for Tab A?

Will the Government confirm that the SCHEDULE OF SUPPLIES/SERVICES CONTINUATION SHEET provided in Section 2 - Commodity or Services Schedule is not to be submitted in Volume I – Introduction?

The signature pages of the 1449 and the amendment 1449 shall be submitted. Subsequent pages of the 1449 that do not require fill ins or a signature may be omitted from the submission.

The schedule of supplies and services found on page 5 should be completed and submitted only with the pricing proposal.

Will the Government clarify if the SCHEDULE OF SUPPLIES/SERVICES CONTINUATION SHEET provided in Section 2 – Commodity or Services Schedule of the SF1449.pdf attachment is to be submitted in Volume I – Introduction, Volume 3 – Price, or both?

In the Collective Bargaining Agreement in place for the ATF National Laboratory in Beltsville, MD, can the Government;

Will the government please provide the seniority roster of current CBA employees working at this location?

This information is a list of employees by the current company and not in the possession of the government.

In regards to the Collective Bargaining Agreement in place for the ATF National Laboratory in Beltsville, MD, does the Government want all offerors to bid a labor rate of $29.10/hour (Including $0.35 uniform allowance wrapped into the base wages) for Armed Security Officers for the Periods of Performance between 2/1/2020 and 1/31/2025 with the understanding that the CBA labor rates will be adjusted at each subsequent CBA renegotiation and the contractor will be compensated for any increases in the labor rates?

CBA rate adjustments will be made per the FAR

In the Collective Bargaining Agreement in place for the ATF National Laboratory in Beltsville, MD, does the Government want all offerors to bid a health and welfare (H&W) rate of $4.67/hour for CBA employees for the Periods of Performance between 2/1/2020 and 1/31/2025 with the understanding that the CBA H&W rate will be adjusted at each subsequent CBA renegotiation and the contractor will be compensated for any increases in the H&W rates?

In the Collective Bargaining Agreement in place for the ATF National Laboratory in Beltsville, MD, does the Government want all offerors to bid a Pension Rate of $1.25/hour for CBA employees for the Periods of Performance between 2/1/2020 and 1/31/2025 with the understanding that the CBA Pension Rate will be adjusted at each subsequent CBA renegotiation and the contractor will be compensated for any increases in the Pension Rates?

CBA rate adjustments will be made per the FAR

In the Collective Bargaining Agreement in place for the ATF Headquarters Building, 99 New York Avenue, Washington, DC, will the Government, please provide a roster of current CBA employees working on this contract, detailing their years of service performing on this contract?

Roster is held by the current company to include years of service. Not by the government.

In the Collective Bargaining Agreement in place for the ATF Headquarters Building, 99 New York Avenue, Washington, DC, does the Government want all offerors to bid a labor rate of $27.00/hour for Armed Security Officers for the Periods of Performance between 2/1/2020 and 1/31/2025 with the understanding that the CBA labor rates will be adjusted at each subsequent CBA renegotiation and the contractor will be compensated for any increases in the labor rates?

CBA rate adjustments will be made per the FAR

In the Collective Bargaining Agreement in place for the ATF Headquarters Building, 99 New York Avenue, Washington, DC, does the Government want all offerors to bid a H&W Rate of $4.60/hour for CBA employees for the Periods of Performance between 2/1/2020 and 1/31/2025 with the understanding that the CBA H&W Rate will be adjusted at each subsequent CBA renegotiation and the contractor will be compensated for any increases in the H&W Rates?

Since both CBA's have clauses that pay benefits based on tenure can we obtain a Seniority List for each site?
Government is not in possession of this list. It is held by the current company onsite

Appendix A - Economics of the CBA between Alutiiq and GUSP for the employees working at the ATF Headquarters Building located at 99 New York Avenue, Washington DC lists “TBD” for the Wages, H&W, and Pension levels effective 8/1/2019. Is there an amendment or memorandum or update that shows the current levels for the economic amounts?

We are not in possession of such a document

Can the Post 2 – Inside/Outside Rover position listed on pages 8-9 of 24 in the SOW for the ATF Headquarters building provide relief breaks for the Static Posts? Can the Supervisors for each relief provide these breaks as well, or does a separate Relief Officer have to be provided that is not billable time?

No, because breaks as long as lunch for example could not be covered by the rover.

Post 12 – Employee Entrance (Control Booth) of the ATF Headquarters SOW on page 11 of 24 lists the 1st Relief Hours as 10:00 pm to 6:00 am (8 hours), yet the daily hours show 7 hours of work each day for each shift, for 35 hours each week. Are the hours worked 10:00 pm to 6:00 am totaling 8 hours worked each day, or are the hours 10:00 pm to 5:00 am totaling 7 hours each day?

It is an 8 hour shift. The first relief 10:00pm – 6:00am are the correct hours and it should be noted as a 40 hour week.

The SOW for the ATF Headquarters in Washington DC lists a requirement for a Training Coordinator for 20 hours each week (page 11 of 24). Meanwhile the SOW for the ATF National Lab in Beltsville MD lists Post 4 – Training Manager for 40 hours a week (page 9 of 22). Can these positions be filled by one person for 40 to 60 hours per week total for both sites, or is it intended for these to be two separate dedicated individuals supporting one site each?

Yes it can. One training coordinator is acceptable to be used for both sites

Do all incumbent employees working on the existing contract need to re-complete a medical examination before being allowed to work on the newly awarded contract?
No.

Question 1: Are the fire protection hoods contractor furnished?

Question 2: If contractor furnished, please provide the specific make/model of the required hoods.

Question 3: Are any additional fire protection hoods required for training purposes?

0. Yes

0. Contractors discretion No, but integrity of fire hoods must kept at optimal levels. Meaning if existing ones are used for training and have wear and tear on them, they should be replaced accordingly by contract company.

Could the supervisors work hours, included in both SOWs, be billed in conjunction with the Armed Guards monthly bill or must those hours be billed separated?

The supervisors of both sites are separate posts. Billing can be done in agreement with our financial department, but the supervisors posts need to be filled at both sites.

Is there an annual top of working hours proposed by the Government for this project ?

The government is not clear as to what the vendor is asking

Will firearms used in this contract by Armed Guards be provided by the Contractor ?
The firearms are provided and remain the property of the security company awarded the contract.
Can the Government provide specifications as to the amount of ammunition for the 80% range qualification ?
The amount of ammunition required is enough to allow qualification with the required weapons.
On the SOW for the ATF headquarters in Washington DC, Post Shift section - at the Post-9 (X-ray) visitor entrance, third (3rd) shift reads; "That the work shift will begin from 3:00 p.m. to 11: p.m.", which means 8 hours a day, but the daily work time on the roster is based on three (3 hours daily). Can the Government please clarify this inconsistency.
The 3rd relief officers go from 3:00pm – 11:00pm. This post during this shift will be filled from 3:00pm – 6:00pm. After that time, there will only be one officer in the visitor center between the hours of 6:00pm – 6:00am. The visitor control booth (post 8) fills the post 24 hours/7 days.
Is there a shift differential that we must consider.
the normal shifts for the officers are:

1st relief: 11:00pm – 7:00am 2nd relief: 7:00am – 3:00pm 3rd relief: 3:00pm – 11:00pm Thee prices proposed and salaries of their employees must be determined by the vendor.
