Yes, this should be included in volume 1, this will not count towards your page limitation. ORCA is now SAM.gov

In the Past and Present Performance Survey, the instructions state for the References must submit to Contracting Officer Simone Rittenhouse at Simone.Rittenhouse@atf.gov and Jeannine Beavers at Jeannine.Beavers@atf.gov. However, in the Evaluation Criteria, the instructions state to send the Technical Proposal and Past Performance Survey to hqlabproposals@atf.gov ONLY). Will the Government confirm if the Past and Present Performance Survey must be submitted to all these email addresses?

Synopsis page 1 of 4 list a page limit (10 pgs) for Vol 1 but no page limit for Volumes II and III. Is there a page limit for Vols 2 and 3?

An Amendment has been posted as of October 8th. Questions may be submitted ONLY until October 22nd
Are there annual Temporary Additional Service hours and if so what has been the average annual requirements and will bidders be allowed to price TAS hours separate ?
Additional service hours would be identified on a case by case basis after award. It is not recommended to speculate additional hours
Will the government (ATF) offer reciprocity for suitability / background checks from other federal agencies (DoD, DHS, DoS) for Security Officer candidates?
Yes, but ATF Personnel Security needs to approval the reciprocity request and perform the necessary investigations to bring to DOJ/ATF standards.

The 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (Aug 2019) requires Offerors to fill-in paragraph (c). Will the Government clarify if Offerors are to fill-in provision 52.204-24? If so, where in the proposal submission should Offerors include this completed provision?

The evaluation criteria asks for Offerors to answer fourteen (14) questions in 3 – 5 sentences for each question. Should Offerors include our answers to these 14 questions with Volume 3 – Technical?

Respond to the questions in your technical response.

The evaluation criteria for Factor 1 states: “In addition to these questions, the Technical Evaluation Team will evaluate the criteria set forth in the Statement of Work as minimum requirements.” Where in the Statement of Work is the criteria that will be used by the Technical Evaluation Team to evaluate the Offeror’s Volume 3 – Technical submission?

All of the requirements are addressed in the statement of work.

The instructions for Volume I – Introduction states “page limitation excluding ORCA is 10.” The Online Representations and Certifications (ORCA) database was migrated into the System for Award Management (SAM) in 2012 and is no longer a standalone system. Does the Government want Offerors to submit our SAM.gov record as part of Volume I – Introduction? If so, will the Government confirm that the SAM.gov record will not count towards the volume’s page limits

The instructions for Volume I – Introduction ask for the name, address, telephone number, facsimile number, e-mail address, cage code, and DUNS number of any corporate affiliate at which work is to be performed. Is a parent company considered a corporate affiliate?

Yes, include this information for your parent company

The instructions for Volume I’s Tab A require a completed and signed copy of the SF 1449 and a signed copy of each amendment, if any, to the RFP. The SF1449.pdf attachment is 41 pages. Will the Government confirm that Offerors are to complete, sign, and submit only the first two (2) pages of the SF1449.pdf attachment for Tab A?

Because there are fill ins required all pages should be submitted. They will not be counted in the limitation.

Will the Government clarify if the SCHEDULE OF SUPPLIES/SERVICES CONTINUATION SHEET provided in Section 2 – Commodity or Services Schedule of the SF1449.pdf attachment is to be submitted in Volume I – Introduction, Volume 3 – Price, or both?
ANY AND ALL pricing shall only be submitted to Simone and Jeannine’s emails

The instructions for Tab A state “and all certifications requiring original signature.” Will the Government clarify if there are any certifications in addition to the SF1449 that require signature?

The vendor is responsible to read all of the requirements and determine what certifications to provide based upon their proposal.

The FBO.gov’s announcement instructions for Section B pricing state “Offerors shall submit their pricing in accordance with Section B.1 of the SF-1449.” There is no Section B.1 in the solicitation. Is the Government referring to the SCHEDULE OF SUPPLIES/SERVICES CONTINUATION SHEET provided in Section 2 - Commodity or Services Schedule on pages 5 – 6 of 41 in the SF1449 attachment?

According to the FBO.gov announcement, “the RFP and amendments will be made available via email from the Contracting Officer.” Will the RFP and amendments be made available on FBO.gov or will they only be available via email?

The FBO.gov announcement lists the solicitation number as 19R00000056. The SF1449.pdf attachment lists the solicitation number as 15A00019R00000056. Will the Government clarify which is the correct solicitation number?

15A00019R00056 is correct however 19r00000056 is acceptable.

In the FBO.gov announcement, the Past and Present Performance Survey is referred to as Attachment 2. The Evaluation Criteria attachment refers to the Past and Present Performance Survey as Attachment C. The actual survey attachment is just labeled Past_Performance_Survey.docx. Will the Government confirm if these different attachment titles all refer to the same Past and Present Performance Survey document – Past_Performance_Survey.docx?

Are the items listed in SOW paragraphs 3.25 and 3.26 to be included as part of the Management Plan (SOW paragraph 3.24)?

Yes

In the SOW for the ATF Headquarters, Tasers are listed as “Provided by the Government”. However, in the SOW for the ATF National Laboratory, Tasers are not listed as “Provided by the Government.” Will the Government clarify if Tasers are provided by the Government at the ATF National Laboratory location?

All Tasers shall be provided by Vendor, not Government.

Both SOWs state that the Contractor shall supply the weapons ammunition and the Taser supplies needed to conduct the training as indicated in 3.27 (f) (viii). Will the ATF be responsible for supplying ammunition in performance of the contract?
No, vendor will supply ammunition in performance of contract.

Per the Service Contract Act (SCA) wage determination, vacation for each employee is determined based on their years of service with a contractor or successor in performance of the contract. To ensure all Offerors price accurately, will the Government provide a roster of the current employees, detailing their years of service performing on this contract?

CBA

In the Evaluation Criteria attachment, it states that Price reasonableness will be assessed and reviewed to determine if each line item is fair and reasonable. Price reasonableness will be determined by reviewing the Service Contract Act for the Washington, DC area, Collective Bargaining Agreement, and a comparison with the Government’s current contract.

If there is a Collective Bargaining Agreement (CBA) in place for either, or both, locations, will the Government provide a roster of the current employees performing under the CBA(s) with their years of service performing on this contract?

The CBA is provided with this amendment, a list of individuals has not been provided.

Will the government provide the Tasers at 6000 Ammendale Road, Beltsville, MD?
No. Vendor will be supplying

Are Radios required? If so, will it be provided by the government or the contractor?

Radios are required. Government will supply the radios.

For Training, please confirm that both sites have different training hour requirements.

0. (vi) Communication – 6 hours at ATF HQ and 5.25 hours at Beltsville

0. (viii) Weapons and Defensive Tactics – 63.5 hours at ATF HQ and 50 hours at Beltsville

This is confirmed. There are less personnel at the Beltsville which accounts for the less hours required.

Will CCV Training at ATF HQ be provided by the government throughout the life of the contract?

Yes. Physical Security will train supervisors and project managers on the use of the equipment. Security officers monitoring equipment require minimal training and will be done “On the job”.

Would the Government consider including an additional requirement to deploy technology to enhance Access Control and Screening Capabilities on the X-Ray Machines utilized for screening applications? MSA Security offers SmartTech, a technology that can be retrofitted to any X-Ray machine that connects X-ray screeners/Security Personnel to MSA’s cleared Certified Bomb Technicians in real-time to provide expert image interpretation and threat analysis on any suspicious items encountered during the screening process to identify explosive threats and prohibited items. This DHS SAFETY ACT Designated technology operates via a 256-bit encrypted connection and can operate independently of secured networks through an encrypted cellular router.
