Questions for HQ/Beltsville security officer contract Volume I requires a table of contents that documents the volume number and pages of the proposal for the introduction, past performance and price. Please confirm this requirement if for an overarching master table of contents that should also include the technical volume.

Do conflicts of interest of lack thereof need to be addressed in the proposal? If yes, in which volume and under which section should they be addressed?

The vendor may determine how to address their table of contents.

If the vendor feels there is a conflict of interest in their proposal it shall be identified in the technical proposal

The responses in both sets of Q&A seem to contradict each other. Please confirm that only signature pages of the SF1449 and any pages requiring a contractor fill-in (except Section B) are required to be submitted with Volume 1 and the section B should only be submitted with volume 4.
That is correct, the SF 30’s may be submitted with the Volume 1 as well.

a. Please confirm that any post that is a Monday-Friday post is closed on Federal Holidays.

b. Post 1 is listed at a total of 11 hours M-F. The hours for each shift (0700-1500 and 1500-2300) indicate 16 hours. Please clarify the actual hours of operation for post 1.

Post 3 is listed as a total of 12 hours M-F. The hours for each shift (0700-1500 and 1500-2300) indicate 16 hours. Please clarify the actual hours of operation for post 3.

A. CONFIRMED. Federal holidays will run on a weekend schedule B. This means the post will end at 0700 – 1800.

C. This means the post will go from 0700 – 1900

It appears the Site Lead will be the supervisor on duty during the day M-F and the supervisor will cover all other periods to ensure 24 hour coverage. The post schedule has the site lead working from 0630-1430; however, the open supervisor period is 0700-1500 M-F. This staffing would leave a .5 hour gap in supervisor coverage. Please confirm the site lead should be working the shift from 0700-1500 M-F.

Does the Government require a break-relief officer at either of the locations and if yes, what are the required post hours for that position?
Plans must be made to provide officers required breaks. Will leave this to the company to plan out, but the posts must be filled at the appropriate times.
Is it required that the training Coordinator and training Supervisor be a “TASER” certified instructor?
Yes
Will the Beltsville Armed Security Officers wear ball caps are part of the regular uniform items?
Some form of cap will be worn. Campaign hat or ball cap for outdoor wearing.
Please confirm there is no wage reopener or CBA modification which includes wages effective at the HQ location as of 8/1/19.
