About this file

This is Amendment 0003 to a Request for Quotation (RFQ) for security upgrades at U.S. Government residential properties in Mexico City. The amendment extends the proposal deadline from April 9, 2026, to May 25, 2026, at 17:00 hours Mexico City time, with electronic submissions required to MexicoCityGSOSolicitations@groups.state.gov. The solicitation, issued by American Embassy Mexico's General Services Office/Contracts division and administered by the Regional Security Office, seeks security upgrade services for multiple residential properties, with a lowest-priced technically acceptable evaluation approach and multiple award IDIQ contract award intended.

The scope of work encompasses 27 contract line items (CLINs) in the base year and corresponding items for two option years plus a six-month extension period, covering services such as forced entry window grilles, door grilles, reinforced doors, locks, anti-climb measures, alarm circuits, and scaffold work. The amendment adds new CLIN 028 (base year), 128 (first option year), 228 (second option year), and 328 (six-month period) requiring contractors to provide design plans for each house/apartment, including pattern, color, and overall design of doors/windows/property. Pricing must be submitted in a specified currency across all periods. The amendment includes a questions and answers document clarifying that fencing should be conventional commercial steel rather than stainless steel, and that perimeter structures should be rectangular or profiled tubing for reinforcement. Site visit minutes from March 19, 2026, document that 10 representatives from 5 prospective offerors toured three residential properties (Bosque de Reforma 295, Fray Payo de Rivera 130, and Seneca 142). All offerors must maintain active SAM registration, meet proposal requirements in Sections 3 and 4, and submit best and final offers without expectation of discussions.

Questions & Answers

RFQ 19MX5326Q0016 for Security Upgrades

TECHNICAL QUESTIONS

Q1 In the price list, item 019-119-219-319 indicates stainless steel fencing. This material is not a standard product; that is, it must be custom-made according to the models requested in the SOW. Since this type of material can be 3 to 4 times more expensive than conventional commercial steel fencing, it is important to clarify whether the fencing should be stainless steel or mild steel. Mild steel is the conventional, commercial steel that we have used in some of your projects:

Should the fencing be stainless steel or conventional commercial steel?

A1 Fencing should be conventional commercial steel

Q2 Also, please consider that stainless steel and mild steel, being different, can cause some aesthetic problems when welded together. Stainless steel stains black, and to remove this stain, an acid is used that dulls the stainless steel's shine. On the other hand, stainless steel requires a manufacturing period of at least two or three weeks. Manufacturing is done using laser cutting and waterjet cutting:

Should the perimeter structure of windows, some doors, sliding gates, etc., be made of rectangular tubing (PTR) or profiled tubing?

A2 Yes, perimeter structure should be rectangular or profiled tubing as we need it to be reinforced.

Minutes from Site Visit to 19MX5326Q0016 Security Upgrades on March 19, 2026.

Attendees:

10 people from 5 prospective offerors attended the Site Visit.

The following staff from the Requesting Office and the Procurement

Section attended the visit.

o Miguel Rojas / Contracting Officer Representative (COR) o Veronica Tecuatl, Contracts & Procurement Supervisor o Jesús González, Contracts Assistant
