About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the American Consulate General Frankfurt on February 12, 2026, for solicitation 19GE5026R0013 regarding Jakarta – Management & Operations @america Center. The amendment incorporates eight Questions and Answers (Q&A Nos. 001-008) and revises the language in CLIN 003 and Sub-CLIN 003A of Attachment 1 to clearly distinguish between routine maintenance services and repair services. The effective date is February 12, 2026, with the original solicitation date of January 30, 2026. The contracting officer is Travis Keon, and the issuing office is RPSO Frankfurt under the Bureau of Global Acquisitions. The hour and date for receipt of offers is not extended, and offerors must acknowledge receipt of this amendment prior to the original deadline.

The Q&A responses address critical operational clarifications for the @america Center facility in Jakarta, which currently operates with approximately 43 staff. Key points include: (1) removal of non-functional equipment (Liquid Galaxy hardware, 3D printers, and Acer laptops) from the Government-Furnished Equipment inventory; (2) confirmation that only three MSI laptops are available; (3) clarification that five Overt Security Personnel represents total headcount, distinct from supervisory positions; (4) confirmation that no minimum headcount is required for non-key roles, though staffing reductions must be justified; (5) approval for the successor contractor to interview and hire incumbent staff during transition; (6) clarification that the contractor maintains four additional A/C units while Pacific Place Mall maintains central HVAC and fire suppression systems; and (7) requirement for Defense Base Act (DBA) insurance coverage for all personnel, including security staff, as Indonesia is not on the DBA waiver list per FAR 52.228-3.

Section A - Solicitation/Contract Form

Clause SECTION I THE SCHEDULE was deleted.

Clause Amendment 0001 Questions & Answers was added or modified.

Amendment 0001 - Questions & Answers

Q001: Liquid Galaxy Hardware (Attachment 4 vs. Site Conditions). Attachment 4 lists “MINI DESKTOP (LIQUID

GALAXY)” units. However, the essential curved display screens were not observed during the site visit. Please confirm if the display hardware is currently in storage and will be re-installed by the USG. If the screens are missing, is the Contractor responsible for procuring the replacement display array? Or, has this requirement been removed from the scope entirely?

A: This item is no longer stored at the center and can be removed from the inventory list.

The Government will furnish all equipment listed in Attachment 4 as Government-Furnished Equipment (GFE). Under CLIN 003, the Contractor is responsible for routine facility and equipment maintenance services. Under Sub-CLIN 003A, the Contractor may perform minor repairs of GFE per OEM specifications, with labor not exceeding $200 per incident. Any necessary consumable materials (replacement parts) required for such minor repairs or equipment replacement will be furnished by the Government.

Document Number: 19GE5026R0013 PROCESSED Page 3 of 4

Offerors shall not price Sub-CLIN 003A in their proposal, as this service will be issued and priced on a per-job/incident basis, as needed. Please refer to the solicitation documents for further information.

Q002: 3D Printers (Attachment 4 vs. Site Conditions). Attachment 4 lists specific assets (Makerbot Replicator, Ultimaker

2), but these were not observed on the floor. Please confirm if these specific GFE assets are functional and available for the incoming Contractor.

A: These items are no longer functional and are scheduled to be disposed of. They can be removed from the inventory list.

Q003: IT Hardware Age & Availability (Critical). Attachment 4 lists a significant inventory of laptops (e.g., Acer, MSI). Please confirm that these assets are currently in working condition and will be made available to the Contractor’s staff upon award.

Does the USG intend to refresh this hardware prior to contract start, or should the Offeror budget for replacement of aging IT assets?

A: All Acer laptops can be removed from the inventory list. Three (3) MSI laptops are in good working condition. The remaining MSI laptops will be disposed of.

Offerors shall not price Sub-CLIN 003A in their proposal, as this service will be issued and priced on a per-job/incident basis, as needed. Please refer to the solicitation documents for further information.

Q004: Security Staffing Definition (CLIN 002). The Price Schedule requires “Overt Security Personnel (5).” Please confirm that this defines a Total Headcount of 5 Full-Time Equivalents (FTEs) for the contract. We ask this to ensure we do not misinterpret the requirement as “5 Manned Posts” (which would require a roster of ˜15 staff).

A: We confirm that there are five (5) “Overt Security Personnel.” This is in addition to the “Supervisory Guard” and the “Overt

Security Supervisor.”

Q005: Non-Key Staffing Levels. The facility reportedly operates with ˜43 staff currently. Does the USG require the Successor

Contractor to maintain a specific minimum headcount for non-Key roles? Or, may the Offeror propose a more efficient staffing model (e.g., 20–25 staff) at their discretion?

A: There is no specific minimum headcount for non-Key roles. However, any reduction in current staffing levels must be justified with a thorough explanation as to how this would result in increased efficiency, specifically how the current operational tempo will be maintained by a reduced staffing footprint.

Q006: Incumbent Staff Transition Strategy. We have identified our own fully qualified Key Personnel to ensure a compliant proposal. However, we recognize the value of the incumbent staff's institutional memory (specifically the Operations

Document Number: 19GE5026R0013 PROCESSED Page 4 of 4

Manager). If awarded, does the USG object to the Successor Contractor interviewing and hiring the incumbent staff during the Transition Period? Would the USG allow us to replace our proposed candidates with these incumbent staff members during the transition phase if they accept our offer?

A: As noted in the SOW, the preference is that any contractor “utilize @america’s incumbent work staff to the maximum extent possible.” We would not object to the interviewing of incumbent staff during the transition period, and would also not object to the replacement of proposed candidates with incumbent staff members as applicable.

Q007: Building Maintenance Demarcation. Please clarify the demarcation of maintenance responsibility between the

Contractor and the Building Landlord. Is the Contractor liable for repairs to major integrated utilities (Central HVAC, Fire

Suppression), or is the Contractor’s scope limited to janitorial and surface-level maintenance?

A: Central HVAC and Fire Suppression system are under the primary responsibility of Pacific Place Mall. However, in addition to janitorial and surface-level maintenance, there are four (4) additional A/C units that are the responsibility of the contractor to maintain.

Q008: Is the Offeror expected to provide DBA insurance for Security personnel under the terms of this contract?

A: Indonesia is not on the waiver list. Therefore, DBA coverage is required for all personnel performing work under this contract, including security personnel, regardless of nationality, in accordance with FAR 52.228-3 (Workers’ Compensation Insurance (Defense

Base Act)). Please refer to the combined synopsis/solicitation for further information.
