About this file
This is a Request for Proposals (RFP) issued by the Department of State Office of Acquisition Management for securing a vacated property in Brussels, Belgium. The scope includes installing anti-climb fencing (minimum 3 meters high, approximately 750 meters in length), three access gates of varying sizes, barbed wire fencing (36 running meters), and weather-resistant boarding of windows and entry points at levels -1, ground floor, and first floor. The project also requires site preparation and clearing vegetation around the fence line.
The solicitation (19GE5025R0015) requires completion of temporary gates by March 15, 2025, and final gate installation by March 31, 2025. A site visit is scheduled for January 15, 2025, followed by a pre-proposal conference on January 16. Proposals are due February 4, 2025 at 15:00 CET. The anticipated contract value is between $250,000-$500,000. This is a firm-fixed-price contract that will be awarded to the lowest-priced, technically acceptable offer. Performance and payment bonds totaling 40% of the contract amount are required. The contractor must maintain physical presence on-site with at least 20% of the work performed by their own workforce rather than subcontractors.

E.4.2 Audits After award of the Contract The Government may perform audits of the Contractor’s QMP to periodically assess conformance with the QMP in accordance with the provisions of Section E of the contract. Disapproval of the program, or major portions, may be cause for a delay in progress of the project’s development or, in some cases, withholding acceptance of the Contractor’s performed services.
