Statement of Work Summary

This is a Statement of Work (SOW) for the fabrication, delivery, and installation of wayfinding and emergency signage at the U.S. Embassy Vienna under contract 19AU9027Q0002. The contractor must provide a complete, coordinated signage system including project management, field verification, graphic coordination, shop drawings, samples, fabrication, packing, delivery, installation, deficiency correction, and closeout services. The work encompasses 48 total signs across two primary types: SF02 directional wall-mounted signs (31 signs including 3 exterior directional/directory signs, 12 interior directional signs, and 24 spare blank inserts) and SR02 alert large signs (10 evacuation plan signs and 10 emergency alarm tone signs). SF02 signs feature interchangeable message sections with painted acrylic components, direct-printed text, and concealed attachment, while SR02 signs consist of 3mm and 6mm painted acrylic components with direct-printed graphics and fully concealed mechanical fasteners.

The contractor must complete eight progressive submittals beginning with a field verification report and coordinated sign schedule, followed by shop drawings, material samples, and production-quality mock-ups before fabrication. All graphic content must follow specified color standards (C1 through C99), typography requirements (Calibre Regular/Medium primary fonts), and approved vector artwork for symbols. The contractor is responsible for coordinating installation access and work hours, ensuring level and plumb installation with consistent alignment, protecting occupied areas and adjacent finishes, and delivering an as-installed schedule with editable artwork templates and maintenance information. Final acceptance occurs only after installation of all scheduled signs and spares, correction of punch-list items, and receipt of approved closeout deliverables; the Government may reject work with incorrect messages, visible fasteners where concealed fastening is required, damaged surfaces, poor alignment, unstable inserts, color mismatch, low-resolution graphics, or nonconforming materials, with corrections required at no additional cost.

19AU9027Q0002_ Wayfinding Signage

STATEMENT OF WORK

Fabrication, Delivery, and Installation of Wayfinding and Emergency Signage | U.S. Embassy Vienna

1. Purpose and Contract Objective The Contractor shall provide a complete, coordinated, and installed wayfinding and emergency signage system. The work includes project management, field verification, graphic coordination, shop drawings, samples, fabrication, packing, delivery, installation, correction of deficiencies, and closeout. The project-specific sign schedule, location drawings, evacuation plans, and the extracted OBO technical details included in this package form the technical basis of the requirement.

2. Order of Precedence and Definitions

• Contracting Officer (CO): The person authorized to enter into and administer the contract.

• Contracting Officer’s Representative (COR): The Government representative designated in writing for technical administration.

• Government-furnished information (GFI): The sign schedule, location drawings, evacuation plan artwork, messages, and OBO detail extract included with the solicitation.

• Sign ID: The project identifier used to cross-reference sign schedule, message content, and location.

• Shop drawings: Contractor-developed, project-specific fabrication and installation drawings.

• Mock-up: A production-quality sample used to confirm materials, colors, proportions, graphic quality, insert operation, and attachment method.

• VIF: Verify in field.

If requirements conflict, the Contractor shall request a written interpretation before proceeding. Written contract modifications and directions from the CO take precedence. The project-specific sign schedule and approved shop drawings govern messages, quantities, and dimensions; the OBO extract governs design intent and component standards unless the Government approves a deviation in writing.

3. Scope of Work

• Design, fabricate, deliver and install signage as defined below. Coordinate access, work hours, delivery, staging, and installation sequence.

• Survey sign location and verify substrate, dimensions, orientation, visibility, potential obstructions, and installation access.

• Develop coordinated artwork and shop drawings for every sign ID.

• Submit physical color/material samples and production-quality SF02 and SR02 mock-ups.

• Fabricate all specified signs, interchangeable message components, spare inserts, and mounting hardware.

• Install signs level, plumb, securely anchored, consistently aligned, and at approved locations.

• Repair disturbed finishes and remove all waste, packaging, temporary protection, and unused materials.

• Provide editable artwork/templates, as-installed schedule and maintenance information.

5. SF02 Directional, Wall-Mounted Signs

• Function: Pedestrian orientation at key decision points.

• Construction shall follow the SF02 component drawings in Attachment D. Use painted acrylic components, direct-printed text and directional symbols, interchangeable message sections, and fully concealed attachment as shown in the extracted standard.

• Graphic content shall use the OBO cropped seal, directional symbols, Calibre Regular, Calibre Medium where shown, and tracking values shown on the SF02 graphic layouts.

• English text shall use C10. Translation text, where required, use C2. Background/face panels shall use C20, and accent/core components shall use C1 as shown in Attachment D.

• Translation is included only where identified in the approved project artwork and applicable public-facing condition.

• Each interchangeable component shall be removable without damage to the sign body and shall remain stable, aligned, and tamper resistant during normal use.

• Exterior SF02 signs shall use materials, coatings, printing, adhesives, and fixings suitable for their environmental exposure.

6. SR02 Alert, Large Signs

• Function: Critical operational, regulatory, warning, or explanatory information.

• Construction shall follow the five SR02 component sheets in Attachment D: 3 mm painted acrylic border panel; 6 mm painted acrylic face panel; direct-printed English and translation text; 3 mm painted standoff collar; wall; and fully concealed mechanical fasteners.

• Use C3 for regulatory alert borders, C4 for warning alert borders, and C1 for explanatory alert borders where the approved message classification requires the corresponding treatment. Face panel color is C20, English text is C10, and translation text is C2.

• Evacuation-plan signs shall reproduce the Government-furnished, location-specific evacuation artwork. The Contractor shall not redesign routes, symbols, legends, or “You Are Here” position without written Government approval.

• Emergency alarm-tone signs shall reproduce the Government-approved alarm-tone message and symbols. Offerors shall not assume that example text in the OBO standard replaces project-specific Government content.

• The final material, finish, size, fabrication, attachment, and location require Government approval through the submittal process.

• Color references are matching standards, not a mandate to use one paint manufacturer. Coating and printing systems should be compatible with the substrate and installation environment.

• All exposed painted colors shall have a satin, non-glare finish.

• Primary project typography is Calibre Regular and Calibre Medium, with tracking as shown in the applicable SF02/SR02 layout. Arial is part of the broader OBO system but shall be used only when the approved project artwork or applicable extracted detail requires it.

• Symbols shall be reproduced from approved vector artwork. Do not scan symbols or the seal from the PDF. The directions and symbol selection shown in the project drawings shall be verified before production.

• Relevant symbols include directional arrows, cropped seal, alarm-tone symbols, evacuation route, You Are Here, exits, egress stairs, fire extinguisher, pull station, defibrillator, first aid kit, auto injectors, and evacuation chair as applicable to the project artwork.
