About this file

This document is the OPSR 3 – OBO Project Requirements for FY26, specifically Section J.2.3 on Signage (OPR 12), issued October 1, 2025, by the U.S. Department of State's Overseas Buildings Operations division. The document establishes comprehensive graphic standards for embassy signage and wayfinding systems.

The standards define a standardized color palette with eight primary colors identified by designation codes (C1–C4, C10–C11, C20–C21) and three finish types (F1–F3), all with corresponding specifications in multiple color systems including Matthews Paint, Pantone PMS, 3M Scotchcal films, and 3M Scotchlite reflective films to ensure consistency across fabrication methods. Typography standards specify Calibre Regular and Medium typefaces (available from Klim Type Foundry) and Arial Regular, Italic, and Bold (from Monotype Type Foundry), with defined tracking parameters to optimize readability. The document provides a comprehensive symbols library including amenity icons, standard and emergency regulatory symbols, directional arrows, seal graphics, and extensive warning symbols covering hazards such as fire, electrical, chemical, and mechanical dangers. Two representative sign components are detailed: SF02 (Directional, Wall-mounted) designed for interior wayfinding with bilingual capabilities, and SR02 (Alert, Large) for emergency and regulatory information, both with dimensional specifications, material requirements, installation elevations, and graphic layout variations. A deviation process is established requiring architect or designer submissions to the Contracting Officer Representative for approval when standard colors or finishes conflict with specific architectural environments, with separate coordination permitted for exterior and interior conditions.

OPSR SIGNAGE & WAYFINDING STANDARDS / Section 2 • Graphic Standards SEPTEMBER 2024 VERSION 2.2

ARCHITECTURAL COLORS AND FINISHES

The colors and finishes indicated within these Standards have been selected to complement a wide range of architectural contexts. They are provided as the basis for all standard signage and are consistent from one post to another. Using the standard palette of colors assures that any supplier can fabricate these signs without any additional information, reducing the possibility for future coordination errors.

The color table, on the previous page, identifies each color or finish by a number. Each color is then defined in multiple color-systems to ensure consistency despite varying construction processes. Whether a fabricator utilizes silkscreen or direct print, the standards define an appropriate color system, allowing them to construct a consistent sign without ad hoc changes to the specifications.

Understanding that one solution may not be appropriate for all posts’ architectural finishes and materials, standard signage designs may need to be modified. Where conflicts occur and deviations are required to ensure signage adequately integrates into diverse environments, the COR (Contracting Officer

Representative) shall follow the Process for Deviations. Each variation to color or finish should be fully documented for each applicable color system for future implementations.

PROCESS FOR DEVIATIONS

1 The architect or designer proposes a change with a submission to the COR (Contracting Officer Representative).

A For the design phase, the COR will be the Project Manager

B For the construction phase, the COR will be the Project Director

2 COR reviews submission in conjunction with the design subject matter expert (architect, designer, landscape architect, engineer, etc.) and will either approve, comment, or reject requested deviation based on its impact.

3 Architect or designer resubmits and COR reviews as necessary to find a resolution.
